According to the report of the Provincial Hydrometeorological Station, at 7:00 a.m. on September 23, the center of the storm was located at about 19.9 degrees North latitude; 118.3 degrees East longitude, in the northeastern sea of the North East Sea. The strongest wind near the center of the storm is level 17 (202-221 km/h), gusting above level 17. Moving in the West Northwest direction at a speed of about 20 km/h. It is forecasted that from September 24 to 26, storm No. 9 will affect the province.

According to the report of the Irrigation Department, the total capacity of reservoirs in the province reached an average of 94.5% of the design capacity (Cam Son reservoir alone reached 70.3% of the design capacity).
In response to storm No. 9, departments, branches and localities are actively implementing response measures, in which the Provincial Military Command and Provincial Police have assigned forces to be on duty according to regulations.
The single-member limited liability companies exploiting irrigation works of Bac Duong, Nam Duong, Bac Song Thuong, Nam Song Thuong and 2 urban drainage and wastewater treatment companies are ready with plans to prevent flooding, pump and drain agricultural and urban drainage buffers, discharge water through irrigation sewers to lower the lake water level according to the operating process, creating flood prevention capacity; proactively pump and drain buffers, organize serious 24/24 hour on-duty, focus on directing production for rice, crops and fruit trees.
The Department of Agriculture and Environment and localities are actively repairing and overcoming incidents and damage to dikes and irrigation works caused by storm No. 3 in 2024 and new dike incidents arising in 2025 to respond more effectively to natural disasters.

To effectively respond and minimize damage caused by the storm, departments, branches and sectors are required to temporarily suspend meetings and conferences to focus on directing response to storm No. 9; arrange 24/7 standing forces at agencies and units in the province.
Regularly monitor and promptly update the situation of storm No. 9; review key vulnerable points on the dike system, dams, and construction works to have a plan to ensure safety; prepare according to the "4 on-site" motto to be ready to respond when bad situations may occur.
Mountainous communes have implemented plans to evacuate people in low-lying areas at risk of flash floods and landslides. For landslides that have not been handled, localities are requested to continue evacuating people and property to safe places, and prepare materials, human resources, vehicles and equipment to proactively and be ready to handle incidents that threaten houses, land and property of people in dangerous areas.
Irrigation companies in the province proactively regulate water levels in reservoirs that have reached 100% capacity in accordance with safe operating procedures; ensure clear flow on canals, proactively pump and drain buffer water to prevent flooding of rice, crops, agricultural production and urban flooding.
The Provincial Military Command informed the military forces to fully prepare rescue forces and vehicles to be ready to mobilize and handle situations when required.
The provincial police coordinate with localities to ensure security and order when natural disasters occur. The Department of Construction has plans to ensure the safety of unfinished construction works; immediately handle landslides on provincial and national roads under its management. Bac Ninh Newspaper, Radio and Television, and press agencies in the province regularly update information, increase the time, and promptly report warnings about storms and floods so that people can understand and take precautions.
Members of the Provincial Civil Defense Command, according to their assigned functions and tasks, proactively inspect, urge and direct disaster response work.
