President Ho Chi Minh taught: “Competition is a very good and practical way to make people progress. Competing helps to unite more closely. And unite closely to compete forever.” According to him, emulation is not only aimed at successfully carrying out revolutionary tasks, but also at building, nurturing, and training noble personalities for people. He always reminded: Patriotic emulation must be carried out regularly and continuously, no matter what you do, you must strive to compete.
“In fact, daily work is the foundation of emulation.” He called out: “All our people, regardless of their position or job, must strive to participate in the patriotic emulation competition.” “Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic.” Immediately after the Democratic Republic of Vietnam was born, in 1946, President Ho Chi Minh signed the “National Order on 10 Rewards” and issued a series of decrees to establish medals. In particular, on June 11, 1948, President Ho Chi Minh issued the “Call for Patriotic Emulation,” calling on all people to strive to emulate to eradicate hunger, illiteracy, and foreign invaders.
Since then, there have been many emulation movements in all fields and among all classes of people, such as: "Resistance rice jar", "Not a pound of rice is missing, not a soldier is missing", "Join the army to kill the enemy", "All for the South", "Determination to defeat the American invaders", "Three-first flag", "Great wind", "Co Duyen hai waves", "Bac Ly drum", "Three-ready youth", "Three-capable women", "Thousands of good deeds", "Plowman in hand, gunman in hand", "Hammer in hand, gunman in hand", "Good worker - Creative worker", "Building new countryside"... have created a very important driving force, contributing greatly to the success of the country's revolutionary cause.

Imbued with the teachings of President Ho Chi Minh, under the direct leadership and direction of the Central Military Commission (CMC), the Ministry of National Defense and the General Department of Politics, after more than 80 years of building, fighting, winning and growing, our Army has organized many emulation movements, notably the "Kill the enemy and make achievements" emulation movement in the resistance war against France, the "Three-first flag" emulation movement in the resistance war against America, saving the country and from then until now the TĐQT Movement.
Along with the development of the revolution, although each stage has a different name and carries out different tasks, the emulation movements in the Army have always been maintained and developed more and more deeply, creating a strong driving force, encouraging and motivating the entire army to promote the tradition of patriotism, overcome countless difficulties and hardships, fight bravely, work enthusiastically, produce and achieve glorious feats. From those emulation movements, thousands and tens of thousands of heroic units, determined-to-win units, heroic individuals, brave soldiers, emulation soldiers, determined-to-win soldiers have emerged, which are beautiful flowers that brighten up the "International Heroic Flower Garden" of the Army, contributing to bringing Vietnamese revolutionary heroism to the peak of the era.

Inheriting and promoting the results and valuable lessons learned through the periods of resistance war, nation building, and army building; in the cause of building and defending the Fatherland today, especially in the period of 2020-2025, the emulation and reward work and the emulation and reward movement of the entire army have been led, directed, and deployed promptly, comprehensively, synchronously, with focus and key points by the Central Military Commission, the Ministry of National Defense, the General Department of Politics, and Party committees, political commissars, political officers, and commanders at all levels.
The International Youth Movement has increasingly developed deeply and firmly, closely following the political tasks of each agency and unit, concretizing the contents and emulation targets, associated with promoting the study and following of Ho Chi Minh's ideology, morality and style, implementing the Central Resolutions on Party building and rectification and the political system; closely associated with the implementation of the Resolution of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation with the patriotic emulation movement at the local level and the campaigns of all levels, sectors and mass organizations. It is the driving force from the International Youth Movement that the Army has excellently fulfilled its function of "a fighting army, a working army, a production labor army", firmly protecting the independence, sovereignty, unity and sacred territorial integrity of the Fatherland; closely attached to the people, trusted by the Party, respected and loved by the people; Enthusiastic in production, making many contributions to the economic-cultural-social development of the country; at the same time fulfilling international obligations, contributing to shining the noble image of Uncle Ho's soldiers in the new era.
With the spirit of "People ready, weapons ready, when ordered to go to battle immediately, when deployed, to win", the International Military Movement has encouraged and motivated officers and soldiers of the entire army, regardless of conditions or circumstances, no matter how difficult or arduous, to always strive to study, train, and improve political factors, spirit, will to fight and win, technical and tactical level, professional expertise, command level, combat coordination, and constantly improve overall quality and combat strength, ensuring that the Army is always ready to fight and win in all situations.
Units tasked with training, combat readiness, and protection of the airspace, seas, islands, borders, and inland have overcome hardships and dangers, day and night steadfastly held their ground, closely coordinated and cooperated with other forces and people, resolutely, persistently, and cleverly fought to firmly protect the independence, sovereignty, unity, and territorial integrity, the sacred airspace, seas, and islands of the Fatherland, and to absolutely protect the safety of important political events of the Party, State, and nation, contributing to maintaining and enhancing a peaceful and stable environment for national construction and development.
Local military units promote emulation to perform well the function of advising superiors and local Party committees and authorities in leading, directing, and implementing military and defense tasks; focus on building a strong reserve force, strong and widespread militia and reserve force.
Agencies at all levels, especially strategic agencies, promote the "Two Good" emulation movement, always stay close to the grassroots, grasp the situation, proactively research, and improve the quality of campaign and strategic advice. International integration and defense diplomacy are carried out proactively, actively, and flexibly. Cryptographic work ensures information to serve the leadership and direction of the Party, State, and Army. Judicial, inspection, and legal agencies compete to improve the quality of inspection, investigation, prosecution, trial, execution of judgment, and settlement of complaints and denunciations; and strengthen dissemination and education of the law.
Timely advising and successfully organizing many important political events of the country and the Army, such as: Celebrating the 50th anniversary of the Victory of "Hanoi-Dien Bien Phu in the air", the 70th anniversary of the Victory of Dien Bien Phu, the 80th anniversary of the founding of the Vietnam People's Army - the 35th anniversary of the National Defense Day, the 50th anniversary of the Liberation of the South and National Reunification, the 90th anniversary of the Militia and Self-Defense Force tradition day, the 80th anniversary of the successful August Revolution and National Day September 2; participating in the parade to celebrate the 80th anniversary of the Victory over fascism in the Russian Federation; leaving a deep impression in the hearts of the people and international friends; being recognized and highly appreciated by the Party and State leaders.

The entire army's patriotic movement is aimed at fulfilling the function of the "Working Army" well, with the spirit of "forgetting oneself for the people", "the army proactively comes to the people, not letting people in difficulty have to seek the army". Army officers and soldiers and militia and self-defense forces nationwide are always present in vulnerable and dangerous places, ready to sacrifice to protect the lives and property of the people and the State such as: participating in overcoming the consequences of landslides in Sub-region 67 and Rao Trang 3 Hydropower Plant in 2020; preventing and fighting the Covid-19 pandemic in 2021; providing humanitarian support and earthquake disaster relief in Turkey in 2023; preventing and overcoming the consequences of super typhoon No. 3 (Yagi) in 2024, typhoon No. 5 (Kajiki) in 2025; providing earthquake disaster relief in Myanmar in March 2025; many officers and soldiers have sacrificed their lives while on duty. Responding to the emulation movements launched by the Prime Minister, the Central Military Commission and the Ministry of National Defense directed the entire army to effectively implement the emulation movements "The Army joins hands to build new rural areas" and "The Army joins hands for the poor - No one is left behind" in the period 2021-2025.
In particular, in implementing the Program to eliminate temporary and dilapidated houses nationwide in 2025 directed and deployed by the Prime Minister, the entire army has mobilized more than 140,000 officers and soldiers with more than 414,000 working days and more than one trillion VND to support the construction and repair of more than 18,000 "Houses of Gratitude" and "Houses of Comrades" for people and officers and soldiers; compared to the assigned tasks when implementing the program in November 2024 up to now, the Army has exceeded 250% in terms of funding and 230% in terms of number of houses. Through that, it is affirmed that the Army will forever be the "fulcrum" for people to overcome difficulties, build a new life, create inspiration to multiply national love and compatriots, make the relationship between the army and the people more solid, the "people's heart position" more solid, and strengthen the people's trust in the Party, the State and the socialist regime; The trust of the people and international friends in Vietnam, the Vietnam People's Army and the Vietnam Militia and Self-Defense Force is increasingly enhanced.
The International Labor Movement has contributed to the Army's good performance of its function as a "Production Labor Army", promoting internal strength and potential, encouraging the will to be self-reliant and self-reliant in building the Army and actively contributing to the cause of national development. With the spirit of emulation: "Only discuss work, not retreat", "overcome the sun, overcome the rain, not lose to the storm", "once in action, it is victory", working in "3 shifts, 4 shifts", successfully completing the task of building key projects of the country and tasks in strategic areas, borders, seas, islands, national target programs for the period 2020-2025.
Economic-defense units focused on overcoming difficulties, expanding cooperation, promoting production and business, ensuring jobs and workers' lives, including: The Military Industry-Telecom Group with many creative ideas and ways of competing "Excellent, different, sustainable development"; Army Corps 12, Army Corps 18, Military Commercial Joint Stock Bank, Army Corps 19-Northeast Corporation, Army Corps 20-Saigon New Port Corporation were assessed as "Bright spots in economic development combined with national defense".
The emulation movement in the field of science, technology and environment has been promoted well and has practical results. Many key projects with high scientific knowledge content have been widely applied in the practical activities of the armed forces and the country. At the Ministry of National Defense alone, there have been over 500 topics and more than 200 initiatives that have been commended, and 2 projects in the military and defense fields have been awarded the Ho Chi Minh Prize.
Many collectives and individuals with outstanding achievements in scientific research, application in the military, national defense and socio-economic development of the country, were awarded the title of Hero of the People's Armed Forces in the renovation period such as: General Department of Defense Industry; Military Industry-Telecom Group; 108 Central Military Hospital; 175 Military Hospital; Lieutenant Colonel Le Thi Hang, Director of Center C4, Viettel Aerospace Institute, Military Industry-Telecom Group. Individuals were awarded the title of National Emulation Fighter, such as: Major General Duong Van Yen, Deputy Director of the General Department of Defense Industry; Major General Nguyen Trung Kien, Director of the Military Science and Technology Institute; Colonel Phung Quang Thuong, Deputy Director of Logistics-Technology of the Chemical Corps; Lieutenant Colonel Bui Hoang Viet Son, Deputy Head of Software Department, Institute 10, Command 86...
In particular, in the recent past, implementing the Party and State's policy on reorganizing and streamlining the apparatus of the political system, the Central Military Commission, the Ministry of National Defense and agencies and units have thoroughly grasped the spirit of "3 focuses" and "3 drastic measures", focusing on completing the reorganization of local military organizations according to the two-level local government model; dissolving the Provincial Border Guard Command and the District Military Command, establishing the Regional Defense Command, the Border Guard Command directly under the Provincial Military Command; at the same time, perfecting the organizational structure of the Commune-level Military Command, rearranging and reorganizing the Provincial Military Commands, ensuring strictness, science, and compliance with the Project approved by the Politburo; after adjustment, the newly established organizations can operate immediately. Administrative reform, e-Government development, digital transformation and implementation of the "Digital Popular Education" Movement have been carried out drastically and effectively.
In the coming years, peace, cooperation and development will remain the dominant trend, but it is forecasted that the world and regional situation will continue to develop in a complex and unpredictable manner. Strategic competition between major countries is increasingly fierce. Conflicts occur in many regions, not excluding widespread war. Global issues, traditional security and non-traditional security have adverse impacts on countries. The Fourth Industrial Revolution continues to develop, deeply affecting all areas, giving rise to many new forms and methods of combat. Domestically, hostile and reactionary forces have intensified their sabotage against us with the plot and tricks of "peaceful evolution", promoting "self-evolution", "self-transformation", "depoliticization of the army"; the four risks pointed out by our Party have been gradually overcome, but there are aspects of complicated developments and new manifestations. The Party and State have paid attention to building a lean, compact, strong, revolutionary, disciplined, elite, and modern army, which has posed new problems and higher demands for the task of consolidating national defense, building and protecting the Fatherland in the era of national development.
To meet the requirements of the task of building a revolutionary, disciplined, elite, modern People's Army, firmly protecting the socialist Fatherland of Vietnam in the new situation, the work of economic reform and the international reform movement of the entire army need to focus on implementing well the following basic and main contents and measures:
Strengthening propaganda and education on the position and role of the emulation movement in the task of building a strong, compact, revolutionary, disciplined, elite and modern army. Practice shows that the success and limitations of the emulation movement are due to many reasons, but mainly due to awareness. Therefore, in order for the emulation movement and the emulation movement to go into depth and have strong influence, units need to do a good job of propaganda and education for the subjects, making emulation permeate deeply into awareness, contributing to raising responsibility, becoming a voluntary need and regular action of each officer and soldier.
The educational content focuses on thoroughly grasping Ho Chi Minh's thought on patriotic emulation and directives and resolutions of superiors, especially Directive No. 41-CT/TW dated December 26, 2024 of the Politburo "On strengthening the Party's leadership over emulation work in the new situation"; Law on Emulation and Communism 2022 and Government Decrees detailing the implementation of a number of articles of the Law on Emulation and Communism; Program No. 3609-CTr/QUTW dated March 26, 2025 of the Standing Committee of the Central Military Commission on implementing Directive No. 41-CT/TW of the Politburo; Resolution of the 8th Central Committee (13th tenure) on the Strategy for National Defense in the new situation; Resolution No. 05-NQ/TW dated January 17, 2022 of the Politburo, Resolution No. 230-NQ/QUTW dated April 2, 2022 of the Central Military Commission and Plan No. 1228/KH-BQP dated April 25, 2022 of the Ministry of National Defense on the organization of the Vietnam People's Army for the 2021-2030 period and the following years.
In education work, it is necessary to attach importance to educating good people and good deeds as President Ho Chi Minh taught: "Taking good people as examples to educate each other every day is one of the best ways to build the Party, build revolutionary organizations, build new people, and a new life". The content and form of propaganda and education need to be diverse and suitable for each subject. On that basis, build the right competitive motivation, determination, self-reliance, self-improvement, creativity, create a vibrant atmosphere in all fields of work and activities of individuals and groups in the emulation movement.

Strengthening leadership and direction; innovating content and form, comprehensively and synchronously implementing the work of the Party and the National Movement, focusing on emulation to build a revolutionary, disciplined, elite and modern People's Army. Building a revolutionary, disciplined, elite and modern People's Army with increasingly high overall quality and combat strength is a major policy, demonstrating the vision and strategic thinking of our Party and State towards the cause of consolidating national defense, building and protecting the Fatherland. This is an objective requirement, a decisive factor ensuring that the Army is capable of successfully completing all assigned tasks.
Accordingly, Party committees, Party organizations, political commissars, political officers, and commanders at all levels need to lead, direct, and direct the emulation movement toward thoroughly grasping, studying, and successfully implementing resolutions, directives, and conclusions of the Party, the State, the Central Military Commission, and the Ministry of National Defense on building the Army, on military tasks, national defense, and protecting the Fatherland. Effectively implement the set of criteria for a modern Vietnam People's Army in the new situation. The entire army continues to promote the Emulation Movement to build exemplary clean and strong Party committees and organizations; and to build "exemplary and exemplary" comprehensively strong agencies and units.
In particular, to master modern weapons and equipment, it is necessary to focus on building modern human factors, in which it is necessary to educate, train and practice so that cadres and soldiers have a correct understanding of the situation and revolutionary tasks, are absolutely loyal to the Fatherland, the Party, the State and the people, overcome all hardships and sacrifices, be ready to receive and excellently complete all assigned tasks; have comprehensive knowledge and high professional qualifications. Each cadre and soldier must carry out the "Digital Literacy Popularization" emulation movement well, master scientific knowledge, have digital knowledge and digital skills; serve usefully the military, national defense and Fatherland protection tasks in the new situation.
The leadership and direction of Party committees and cadres at all levels must be implemented in all stages and steps in organizing emulation movements. From education work, thoroughly understanding the purpose and meaning of emulation in building the Army; determining the theme, content, and targets of emulation; launching and maintaining emulation movements; discovering and fostering, replicating advanced models, examples of "good people, good deeds" to summarizing, summarizing, praising, rewarding,... In order to achieve that requirement, units need to grasp the direction and goals of emulation to lead, direct, and organize implementation flexibly and creatively; promote the role of cadres and party members; improve the quality and effectiveness of advice and guidance of political agencies; and the advisory role of the emulation council (team). At each level, it is necessary to thoroughly grasp and implement the "4 direct" motto: Direct leadership, direction - direct guidance, deployment, organization of implementation - direct inspection, urging - direct preliminary and final summary, experience drawing.
Implement the commendation work well. Emulation is the basis for commendation. Rewarding the right people and the right achievements will create motivation to promote the development of the movement. In organizing the movement, units must always link emulation with commendation; put the commendation work into order, ensuring publicity, democracy, fairness, accuracy and timeliness. The process of evaluating emulation titles and commendation must closely follow the instructions and regulations of superiors and the results of the emulation targets of each collective and individual, and implement well the "4 rights": Right subjects - right achievements - right processes, procedures and documents - right time.
Focus on rewarding, honoring, and widely promoting collectives and individuals with outstanding achievements in training, combat readiness, prevention, and overcoming the consequences of natural disasters, search and rescue; rewarding collectives and individuals with outstanding achievements in advising and proposing to build a lean, strong, revolutionary, disciplined, elite, and modern army. Strengthen inspection and supervision, promptly correct and overcome limitations in rewarding such as achievement disease, pushing praise upwards, proposing praise that is not appropriate to the target, not true to achievements, and other negative manifestations in the work of TĐKT.
Faced with the requirements of the new period, the entire army needs to continue to thoroughly grasp President Ho Chi Minh's patriotic emulation ideology; innovate and improve the quality and effectiveness of emulation and patriotic emulation work and organize the patriotic emulation movement, creating an important driving force, directly contributing to building a revolutionary, disciplined, elite, modern People's Army, firmly protecting the socialist Fatherland of Vietnam.
