In Cua Lo ward ( Nghe An province), from the morning of September 27, dark clouds gathered, accompanied by torrential rains, signaling an approaching storm. At the boat mooring area, hundreds of officers, soldiers and militiamen urgently assisted fishermen in tying up boats, collecting fishing gear, and moving vehicles to safety. The ward militia also spread out to residential groups, checking vulnerable areas, and directly going to each single-family, disadvantaged house to help reinforce tiled roofs, windows, and pillars, limiting damage when the storm hit.
