Lieutenant Colonel Tran Anh Lam, a reconnaissance officer at Lach Ken Border Post (Ha Tinh Provincial Border Guard), shared: “Taking the task of helping people reinforce the dike, we determined that this was a combat mission in peacetime. Although it was hard and dangerous, everyone was determined to complete it before the storm hit to ensure the safety of the people.”

The local government has also taken urgent action. According to Mr. Nguyen Trong Van, Party Secretary and Chairman of the People's Council of Dan Hai commune: The commune has held meetings to discuss and deploy plans to each village and household, focusing on reinforcing the dike. About 700m of Hoi Thong dike has been weakened, of which 300m is a key section that needs to be completed before 3:00 p.m. tomorrow, before the storm hits. At the same time, the commune has also prepared a plan to evacuate about 1,700 people in dangerous areas to safe shelters such as schools and medical stations, ensuring adequate food, drinking water and essential necessities. All plans are deployed in detail, with specific assignments for each participating force.

Present at the command of the force reinforcing the Hoi Thong dike, Colonel Nguyen Tu Tai, Deputy Commander of the Provincial Military Command, said: “In the face of the risk of a big storm, we have mobilized almost all of our standing forces, closely coordinating with police, border guards, and militia units. The focus is on checking vulnerable areas, supporting people in securing their houses, anchoring boats, preparing plans to evacuate people, and promptly responding to all situations.”

By the end of September 27, the Military Command of Ha Tinh province had mobilized nearly 2,500 officers, soldiers, regular troops, militia and self-defense forces in localities and the Defense Commands of Regions 1, 2, 3, Regiment 841 and affiliated agencies and units to be present at the most vulnerable points to help people evacuate, reinforce houses and help people move ships, boats and people's property to safety.
In the sea areas of Ha Tinh province, as of 7 p.m. on September 27, forces had completed the task of moving fishing boats to safe locations to avoid damage caused by storm No. 10.

According to statistics, Ha Tinh province has 3,982 vehicles, with 10,992 workers registered to operate at sea and 100% of boats have come ashore to take shelter from storm No. 10. The forces regularly update and inform the people about the storm situation so that they can have plans. At the same time, they are on standby, fully preparing vehicles and materials to ensure readiness to respond to storm No. 10.
