ESC was formed from two centers: the High-Tech Park Chip Design Center (SHTP Chip Design Center - SCDC) and the International Electronics Training Center (IETC), both of which had previously operated at SHTP.

According to Associate Professor Dr. Nguyen Anh Thi, Head of SHTP Management Board, the establishment of the SCDC and IETC models in the past was an extremely important preparatory step in promoting investment in strategic industries such as electronics and semiconductors in 2023.

With the goal of forming a large enough training unit that can meet the requirements of large investors and create conditions to attract international cooperation programs in the future, the SHTP Management Board decided to merge SCDC and IETC into ESC. This merger is completely consistent with objective reality because the electronics and semiconductor industries have an organic relationship with each other.

In the development orientation of the electronics and semiconductor industries, SHTP focuses on attracting investment and positioning the role of ESC in the overall development orientation of these fundamental industries. The goal of developing the electronics and semiconductor industries of Vietnam in the coming period is to develop a strong domestic enterprise system; attracting foreign direct investment (FDI) must be purposeful and selective to serve the development goal of domestic enterprises.

Speaking at the event, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said: "Recently, the National Assembly issued Resolution 98 allowing Ho Chi Minh City to pilot a number of specific mechanisms and policies, including those for technology development, innovation, and incentives for investors... We will continue to study policies to further develop science and technology infrastructure, possibly developing other zones to develop high-tech industries in general, including microchips and semiconductors."

Deputy Prime Minister Tran Hong Ha commented: “In the field of microchips and semiconductors, the most important thing to train human resources is to choose the most scientific and effective measures. That means we must have basic research and understand core technology. We will learn from design, to manufacturing, product modeling, packaging... and the State will volunteer to invest if necessary. From investment resources to develop the science and technology career, the Government is committed to investing for the future.”
