Ms. NH, whose child is in 4th grade at Duc Giang Primary School, was upset by the announcement that the school would collect fees for transferring air conditioning from the old facility to the new facility (2km apart), with each student paying 131,000 VND.
"The school collects 131,000 VND/student, while on average each class has about 40 students, which is more than 5 million VND just to move the air conditioner to a new place, very unreasonable," said the female parent.
Not only Ms. H., many other parents in the school also do not agree with the air conditioner transportation fee.
At the parent meeting at the beginning of the school year, many people wondered about the cost of installing air conditioning. The school replied, "We sympathize with this cost, because we only transfer schools once every few years."
Disagreeing with the school’s response, many parents decided not to pay the above fee. Some parents even posted articles on social media to accuse the school of overcharging.

In response to this incident, Mr. Nguyen Luong Ngoc, Principal of Duc Giang Primary School, sent an open letter to parents.
In the letter, Mr. Ngoc wrote that on June 18, the school was handed over a new school to put into use with an area of over 15,000 square meters (3 classroom buildings, 1 administrative area, a physical building, and a semi-boarding kitchen). The school's board of directors planned and determined to urgently supplement the facilities in time to put the new school year into operation with many tasks, including changing the classroom air conditioners.
After discussion, the board of directors decided to assign the school's parent association to select the supplier, sign the contract, and the school to supervise. The work was urgently carried out and completed with a total cost of more than 142 million VND.
On September 15, when the school announced the collection of 131,000 VND/student for air conditioning, parents were very surprised. "On behalf of the school, I would like to apologize to all parents for rushing to resolve the matter without reaching an agreement. Regarding the financial settlement, the school and the parents' representative committee do not seek personal gain and have no other purpose than wanting the best for their students.
Mr. Ngoc also shared that he is willing to accept the opinions of parents who do not agree in order to have a suitable solution.
