Why is it difficult to collect social insurance from 235,000 business owners in Ho Chi Minh City?

(Dan Tri) - From July 1, about 235,000 business owners in Ho Chi Minh City will participate in compulsory social insurance. However, organizing collection is not simple.

From July 1, the Social Insurance Law 2024 will take effect. One of the important contents of the Social Insurance Law 2024 is to add a number of groups of workers to participate in compulsory social insurance, including business owners.

According to Ms. Phan Thi Mai, Head of the Department of Collection Management - Social Insurance Books and Cards in Ho Chi Minh City, there are many groups participating in compulsory social insurance according to the Social Insurance Law 2024, but there is currently no specific document to guide implementation.

However, she predicted that collecting social insurance for these additional groups in Ho Chi Minh City in the coming time will be very difficult. As for the group of business owners, in Ho Chi Minh City there are currently about 235,000 individual business households.

The characteristics of this group are very different in revenue, some households have low revenue but some have very large revenue. Therefore, the work of collecting social insurance for this group is quite complicated, requiring large human resources and effective management, which is a big challenge for the social insurance agency.

Ms. Mai said: "It is difficult to include this entire group in compulsory social insurance, because the social insurance agency still lacks personnel to manage and support in the context of streamlining the payroll."

According to Mr. Lo Quan Hiep, Director of Ho Chi Minh City Social Insurance, the difficulty here is how to manage this group of individual business households, which unit collects... The Social Insurance Agency is still waiting for a guiding decree to organize appropriate and effective collection. With the characteristic of diverse revenue, the Social Insurance Agency also recommends that the group of individual business household owners pay social insurance in the form of income declaration like tax declaration.

According to Ho Chi Minh City Social Insurance, collecting and developing social insurance and health insurance participants is an important political task in expanding coverage, moving towards the goal of social insurance and health insurance for all people as set out in the Resolution of the Party and Government.

In 2024, the city's Social Insurance proactively coordinated with departments and branches to synchronously deploy many solutions to develop participants and recover late social insurance and health insurance payments in the area.

By the end of 2024, the number of social insurance participants in Ho Chi Minh City will be 2,780,586 people, an increase of 0.49% over the same period in 2023, reaching 94.5% of the annual plan, accounting for 56.05% of the working-age workforce.

Total social insurance revenue in 2024 is more than 95,539 billion VND, reaching 101.72% of the assigned plan, an increase of 10.86% compared to 2023.
