Prime Minister urgently directs giving gifts to people on National Day September 2

The dispatch stated: Implementing the direction of the Politburo , on August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2; The Prime Minister issued Decision No. 1867/QD-TTg on targeted supplementation from the central budget to local budgets to give gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The Ministry of Finance has transferred gift funds to localities.

To promptly implement the gift giving to the people, the Prime Minister requested the Chairmen of the People's Committees of the provinces and centrally-run cities and requested the Secretaries of the Provincial and Municipal Party Committees to focus on leading, directing and immediately organizing the implementation of the tasks assigned in Resolution No. 263/NQ-CP and Decision No. 1867/QD-TTg, closely coordinating with the Ministry of Public Security , relevant ministries and agencies to ensure that gifts are delivered to the people on time as required, to the right recipients, safely, without omissions and without duplication.

The Ministers of Public Security, Finance, and the Governor of the State Bank of Vietnam focused on directing relevant units to immediately deploy the assigned tasks in Resolution No. 263/NQ-CP and Decision No. 1867/QD-TTg; proactively propagate, provide timely guidance, and closely coordinate with localities to carry out gift giving to people in accordance with the direction of the Government and the Prime Minister.

Emphasizing that this is an important and urgent task, the Prime Minister requested relevant ministries, agencies, localities and units to uphold their sense of responsibility and focus on timely, safe and effective implementation, ensuring progress and requirements.

The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues beyond its authority.

According to the Ministry of Finance, the gift amount is 100,000 VND/person (in cash) and the form of gift giving is carried out by household. Specifically, the head of household (or a family member legally authorized by the head of household) will receive and transfer the gift to the members of the household on their behalf.

In case the citizen does not have a permanent residence, the gift will be given directly to each citizen or the person authorized by the citizen. Details are as prescribed in Point a, Clause 3, Article 1 of Resolution No. 263/NQ-CP.

In addition, citizens can receive gifts in one of two forms: Transfer via social security account integrated on the Electronic Identification Application - VneID; Receive directly in cash at the payment point organized by the locality in case the citizen has not integrated a social security account on the Electronic Identification Application - VneID./.
