Speaking at the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025 - 2030, Prime Minister Pham Minh Chinh requested Thanh Hoa provincial leaders to implement '3 exemplary practices' to lead the locality to develop in the coming time.

On October 15, the Thanh Hoa Provincial Party Committee solemnly opened the 20th Provincial Party Congress, term 2025 - 2030. Attending the congress were 486 official delegates, representing more than 240,000 party members in the entire Provincial Party Committee. Growth rate ranked 4th in the country

The political report of the Thanh Hoa Provincial Party Committee affirmed that in the 2020 - 2025 term, the Party Committee, government, army and people of all ethnic groups in Thanh Hoa province have achieved many important and comprehensive results. In particular, during the past term, many economic indicators exceeded the target and increased compared to the previous term. In particular, the average growth rate of gross domestic product (GRDP) in the period of 2021 - 2025 is estimated at 10.24%, ranking 4th in the country and 3rd in the group of 10 provinces and cities with the largest economic scale in the country.

The scale of GRDP in 2025 is 1.9 times that of 2020, ranking 8th in the country; GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times that of 2020. 5 breakthroughs for fast and sustainable economic development

Speaking at the congress, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and commended the important results that the Party Committee, government, army and people of all ethnic groups in Thanh Hoa province have achieved in the past term, contributing to the achievements of the whole country.

The Prime Minister agreed with and appreciated Thanh Hoa for frankly acknowledging the limitations and weaknesses pointed out in the political report. The Prime Minister also pointed out 3 existing problems that Thanh Hoa needs to overcome.

"The leadership capacity and fighting strength of a number of Party organizations and Party members have recently revealed many limitations. Many cadres have violated discipline and must be disciplined, including violating the law. The principle of democratic centralism is sometimes and in some places still implemented in a formal manner, not yet deeply; solidarity is not yet strong; the potential differences, outstanding opportunities, and competitive advantages have not been fully exploited, especially the people with a population of more than 4.3 million people," said the Prime Minister.

Emphasizing that personnel work is the "key of the key" task, the Prime Minister asked Thanh Hoa province to pay attention to building a team of cadres and party members, especially leaders, with sufficient capacity, prestige, and equal to the task. Arrange cadres in the direction of "selecting the right people, assigning the right jobs, promoting strengths, improving capacity, dedicating wholeheartedly and knowing how to sacrifice".

In order for Thanh Hoa to develop its economy quickly and sustainably, Prime Minister Pham Minh Chinh suggested that the province focus on 5 breakthroughs. Breakthrough in innovative thinking and drastic actions to unleash resources from thinking, motivation from innovation and strength from the people.

Prime Minister Pham Minh Chinh requested that the congress promote the spirit of democracy, responsibility, and wise selection of truly exemplary personnel to build the new Party Executive Committee as a collective with unified will, exemplary in leading in solidarity, in innovation and effective action.

For each member of the Executive Committee, it is necessary to focus on 3 exemplary practices: setting an example in improving leadership capacity and fighting spirit; setting an example in applying science, technology, innovation and digital transformation; setting an example in maintaining moral qualities and lifestyle; daring to think, daring to do, saying what you do, doing more and talking less.
