The hypothetical situation is that at 8:00 a.m., a fire suddenly broke out in the storage area in the basement of the Provincial Cultural Center. At that time, there were about 40 people at the Center preparing for the Congress. As soon as the fire was discovered, the local fire prevention and fighting force quickly raised the alarm and deployed initial fire fighting, and at the same time notified the Provincial Police Fire Prevention and Rescue Force.
However, due to the large amount of flammable materials, the fire quickly spread, creating smoke and toxic gases. The building's structures began to collapse, partially blocking the escape route, making it difficult for staff and workers to escape. Four people were unable to escape in time, including one employee who was severely burned and fainted.
Immediately after receiving the news, the Fire Police and Rescue forces promptly arrived at the scene and started searching for trapped and injured people. At the same time, the fire fighting teams used foam and water jets to control and extinguish the fire.
The smooth coordination between the local fire fighting force and the professional force helped control the situation quickly. After about 30 minutes, all the victims were safely rescued and the fire was completely extinguished.
The practice session demonstrated the proactiveness and readiness of the functional forces in terms of forces, means and combat plans in ensuring fire safety and search and rescue, ensuring absolute safety for the 1st Thai Nguyen Provincial Party Congress, term 2025-2030.
