On the morning of September 22, in Nha Trang city (Khanh Hoa province), on behalf of the Politburo and the Secretariat, comrade Tran Thanh Man, Politburo member and Chairman of the National Assembly, expressed his joy with the leaders at the Central level to attend the first Congress of the Khanh Hoa Provincial Party Committee, term 2025-2030.

Speaking at the Congress, comrade Tran Thanh Man requested that immediately after the Congress, the new Party Committee urgently organize to thoroughly grasp, seriously and effectively implement the Congress resolution, deploy the Action Program with the assignment of "clear people, clear work, clear results, clear implementation time, and completion deadline".

Become the country's strategic growth pole

The National Assembly Chairman stated: The first Congress of Khanh Hoa Provincial Party Committee, term 2025-2030 is a political event of great significance, a day of solidarity, expressing faith and aspiration, opening a new development period for the Party Committee, government and people of Khanh Hoa province, affirming a new position in the process of innovation and development with the country.

On behalf of the Politburo and the Secretariat, comrade Tran Thanh Man warmly commended, acknowledged and highly appreciated the achievements of the Party Committee, government and people of Khanh Hoa province over the past 5 years.

Expressing high consensus with the goals, targets, breakthroughs, tasks and solutions set forth by the Provincial Party Committee; according to the National Assembly Chairman: This Congress must affirm the determination to turn Khanh Hoa into a strategic growth pole of the country, a centrally-run city, a modern marine economic center.

The National Assembly Chairman suggested a number of key contents for delegates attending the Congress to study, discuss and focus on implementing in the coming time, in which special attention should be paid to building a clean and strong Party and political system as a prerequisite to ensure the comprehensive and consistent leadership of the Party over the province's development.

Cadres are the root of all work, cadre work is the "key of keys", selecting and arranging good cadres, with enough virtue, talent, stature, strength, and revolutionary enthusiasm to shoulder important responsibilities and tasks.

According to National Assembly Chairman Tran Thanh Man, it is necessary to determine that "Cadres are the root of all work", cadre work is the "key of keys", selecting and arranging good cadres, with enough virtue, talent, stature, strength, and revolutionary enthusiasm to shoulder important responsibilities and tasks.

Correctly implement the policy of "some in, some out", "some up, some down", do not let into the Party committee and leadership management cadres who are not politically steadfast, have "term thinking", and show signs of degradation in political ideology, ethics, and lifestyle.

Operate a government model that meets the needs of people and businesses

After listening to the report of Khanh Hoa province's leaders, comrade Tran Thanh Man proposed that the province operate a two-level local government model to ensure smoothness, synchronization, and meet the requirements of people and businesses.

Urgently complete the tasks of the Central Steering Committee on summarizing Resolution 18, the conclusions of the Politburo and the Secretariat; complete the staff for the vacant positions; proactively review to arrange and transfer the payroll between communes and wards to suit the reality, ensuring the right people, right jobs, right expertise and profession; complete the promulgation of regulations on functions, tasks, and organizational structures of provincial and commune-level agencies and units according to the new model.

Another important task is that the province needs to synchronously and effectively implement 7 very important resolutions of the Politburo: Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law making and enforcement; Resolution 68 on private economic development; Resolution 70 on ensuring national energy security until 2030, with a vision to 2045; Resolution 71 on breakthroughs in education and training development and Resolution 72 on a number of breakthrough solutions to strengthen protection, care and improve people's health...

"Khanh Hoa needs to identify the development of key sectors such as energy industry, processing, manufacturing, logistics, high-tech industry; continue to develop tourism into a spearhead economic sector, of international stature and class," comrade Tran Thanh Man pointed out.

He requested that the province identify key points to focus on, ensuring rapid socio-economic development associated with cultural and educational development; harmonizing economic growth with progress, social equity, sustainable poverty reduction, and improving the material and spiritual life of the people.

“The National Assembly has passed a Resolution allowing the merged locality to enjoy special mechanisms and policies like Khanh Hoa before. This is the 'institutional lever' to attract resources, expand regional linkages, create new development space and enhance the province's competitiveness,” said comrade Tran Thanh Man.

Promoting the great strength of national solidarity

Other important tasks mentioned by the National Assembly Chairman, and suggested that the province pay attention to implementing, are: Closely combining economic development with strengthening national defense and security, maintaining political stability and protecting national sovereignty; focusing on foreign affairs activities, proactively integrating internationally.

The core task is to focus on building Truong Sa into both an economic, cultural and social center and a solid fortress to protect the sacred sovereignty of the Fatherland.

The province needs to affirm its great aspirations and targets by 2030: average GRDP growth rate of 11-12%/year; GRDP per capita among the top 10 localities in the country; state budget revenue in the area increases by an average of 12%/year, among the top 10 localities in the country and there will be basically no poor households by 2030.

The next task is to promote the core role of the Fatherland Front and socio-political organizations in gathering, arousing and promoting the great strength of the great national unity bloc; the Provincial People's Council and National Assembly Delegation closely coordinate with the Fatherland Front and socio-political organizations in performing assigned duties and tasks; coordinate well to prepare for the election of deputies to the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term.

Recently, Khanh Hoa is one of the pioneering localities in applying the Performance Evaluation Index Toolkit to select, plan, train and arrange the right staff for the right job, affirming the province's high political determination in building a clean and strong Party organization to meet new requirements and tasks.

National defense work has been strengthened, political security and social order and safety have been maintained. “These are very meaningful achievements, vividly demonstrating the political determination of Party committees at all levels; the dynamism and responsibility in the administration of the government; the synchronous participation of the entire political system; the spirit of solidarity, self-reliance and strong aspiration to rise of cadres, Party members, soldiers of the armed forces and people in the province,” the National Assembly Chairman emphasized.

In addition to the achieved results, National Assembly Chairman Tran Thanh Man also said that Khanh Hoa still has limitations and shortcomings as stated in the report: some key economic indicators have not met the set targets, such as GRDP per capita, state budget revenue in the area; the disbursement progress of some projects is slow, not creating strong spreading momentum.

Although infrastructure has developed, it is still not synchronized. Some key projects are still slow to be implemented. Up to now, the whole province still has more than 240 projects and works that are behind schedule, backlogged, prolonged, and ineffective.

The issue that voters and people are concerned about is that some cadres, party members, heads of Party committees, authorities, agencies and units have not yet raised their sense of responsibility, do not dare to do things, push things away, avoid, fear responsibility, and even make mistakes.

“At this Congress, we request that delegates focus on analyzing, discussing, and properly evaluating the results achieved, frankly pointing out shortcomings and weaknesses, clarifying the causes of limitations, especially subjective causes, in order to have effective solutions in the coming time,” Comrade Tran Thanh Man suggested.

The Khanh Hoa Provincial Party Executive Committee for the 2025-2030 term consists of 54 comrades; the Standing Committee consists of 14 comrades; the Provincial Party Standing Committee consists of 5 comrades. Of which, comrade Nghiem Xuan Thanh, member of the Party Central Committee, Secretary of the Khanh Hoa Provincial Party Committee for the 2020-2025 term, was appointed by the Politburo to hold the position of Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term; and the Deputy Secretaries of the Provincial Party Committee include comrades: Ho Xuan Truong, Nguyen Khac Toan, Nguyen Khac Ha and Lam Dong.

At the Congress, delegates heard the announcement of the Politburo's decisions on appointing the Executive Committee and Standing Committee of the Provincial Party Committee; appointing the Secretary and Deputy Secretaries of the Provincial Party Committee for the new term; appointing the Delegation to attend the 14th National Congress of the Party; the Secretariat's decision on appointing members of the Provincial Party Committee's Inspection Committee; Chairman and Deputy Chairman of the Khanh Hoa Provincial Party Committee's Inspection Committee.

Accordingly, the Khanh Hoa Provincial Party Executive Committee for the 2025-2030 term consists of 54 comrades; the Standing Committee consists of 14 comrades; the Provincial Party Standing Committee consists of 5 comrades.
