Speaking at the Government Conference with localities on January 8, General Secretary To Lam assessed that in the context of "big waves and strong winds", even at times "storms", we have achieved the set goals and reaped many important results.

These results create momentum to implement the goals and tasks of 2025 and the 5-year plan for 2021-2025. Reviewing the outstanding results, the General Secretary said that the macro economy was stable, economic growth reached over 7%, the highest in the region and the world. Strategic breakthroughs were implemented vigorously, with a spirit of innovation and creativity.
Institutions and laws are identified as the focus of reform, ensuring fairness and rights for the people. Infrastructure, especially transportation, key projects such as the highway network are deployed synchronously, with over 2,000km of highways, enhancing inter-regional connectivity, reducing logistics costs and enhancing national competitiveness.
"The goal is not only growth but also how to improve people's lives. We say that no one is left behind," the General Secretary assessed that social security work is focused on because it is a result of growth, "when the country is rich and strong, the people must enjoy this result."

The top priority is to streamline the political system's organizational structure in the direction of "streamlining - compact - strong - effective - efficient - effective". It not only requires reduction but also requires extensive reform of state administration, transparency and promotion of decentralization and delegation of power.
Strengthen the initiative, creativity, self-reliance and accountability of authorities at all levels, especially leaders.
