Summary of the emulation movement of the Lawyers Association of the emulation cluster of provinces and cities in the Northern Delta and North Central regions

On the morning of November 23, in Ninh Binh , the Emulation Cluster of provinces and cities in the Northern Delta and North Central regions held a summary of the emulation movement in 2023 and signed an emulation agreement for 2024.

Attending the conference were leaders of the Vietnam Bar Association; leaders of several departments, branches and sectors of Ninh Binh province; Bar Associations of 14 provinces and cities in the Northern Delta and North Central regions.

In 2023, the Bar Associations of provinces and cities in the Emulation Cluster will continue to closely follow the leadership and direction of the Central Association, Party committees at all levels, and authorities. Based on the practical requirements of implementing the political tasks of the Association and of localities and units, the Bar Associations of provinces and cities have developed and issued many specific programs and action plans.

The study, understanding and implementation of the Party's guidelines and viewpoints, the State's policies and laws; the study and following of Ho Chi Minh's ideology, morality and lifestyle continue to be promoted. The ideology of cadres and members is stable, always having absolute trust in the Party's leadership and the State's management, actively participating in building local government, contributing to political stability, economic development and maintaining social order and safety, enthusiastically competing to successfully complete assigned tasks.

The role and position of the Bar Associations of provinces and cities in the Cluster are increasingly affirmed, creating trust for the Party Committees, authorities and people. The Associations at all levels receive attention, favorable conditions in terms of facilities, operating budget and assigned tasks from the People's Committees of provinces and cities and local departments and branches.

Professional aspects such as: participation in policy and law making; legal consultancy and legal aid; and legal dissemination and education are of interest, promoted and well implemented by the Association at all levels.

In 2023, units in the Emulation Cluster organized 182 knowledge and skills training conferences for over 21,000 participants; organized 1,140 conferences to propagate and disseminate the law for over 102,000 participants; coordinated with sectors to organize 2,572 propaganda sessions for over 177,000 participants; distributed over 813,000 leaflets, brochures, handbooks, legal documents...

At the same time, the Association at all levels and members in the Emulation Cluster have participated in consulting on over 18,000 cases and providing legal aid on over 7,500 cases; participated in mediation of 5,429 cases, helping to reduce civil disputes, contributing to building solidarity in the community, and ensuring social order and safety in the area.

The organization, staff and membership work has been put into order, contributing to improving the quality of the Association and its members. The coordination between the Lawyers Association and agencies, organizations and localities in organizing the Association's activities has been strengthened and achieved effectiveness...

The orientation and tasks for 2024 are focused on the implementation of a number of key tasks by the Emulation Cluster of provinces and cities in the Northern Delta and North Central regions, such as: Actively participating in policy and law making; promoting propaganda, dissemination and education of law. Improving the quality and effectiveness of legal consultancy and legal aid, consulting on handling complaints, denunciations and mediation at the grassroots level. At the same time, fully and effectively participating in judicial reform and administrative reform activities; developing the Association's organization and members...

At the conference, delegates of the Bar Associations of provinces and cities in the Emulation Cluster exchanged, discussed, and expressed opinions to clarify the achieved results, coordination, and facilitation of the Bar Associations of localities to operate.

At the same time, the Emulation Cluster elected the emulation titles for 2023; signed the emulation covenant for 2024 and announced the Decision to recognize the Cluster Leader and Deputy Cluster Leader for the 2024 Emulation Cluster.
