Ho Chi Minh City seeks opinions on establishing 3 more construction investment project management boards
Ho Chi Minh City is seeking opinions from departments and branches on establishing three more project management boards to invest in large projects implemented under the special mechanism of Resolution 98/2023/QH15.
The Ho Chi Minh City Department of Home Affairs has just issued Document No. 8199/SNV-TCBC&TCPCP to 3 Departments including: Transport, Natural Resources and Environment, Planning and Investment regarding the consultation on the policy of establishing 3 more project management boards.
Specifically, the Project Management Board for investment in construction of key traffic works is chaired by the Department of Transport.
The Project Management Board invests in construction of mixed-function works for TOD projects chaired by the Department of Natural Resources and Environment.
The Project Management Board for investment in construction of mixed-function works for PPP projects is chaired and built by the Department of Planning and Investment.

These are specialized construction investment management boards under the Ho Chi Minh City People's Committee, to implement key projects and large-scale projects according to the special mechanism of Resolution No. 98/2023/QH15.
Therefore, in order to have a basis to report to the Ho Chi Minh City People's Committee, the Department of Home Affairs requests the Department of Transport, the Department of Natural Resources and Environment, and the Department of Planning and Investment to urgently reach a consensus on the necessity of establishing three specialized project management boards.
The Department of Home Affairs requests that the Departments submit their written comments before October 21 for synthesis and reporting to the City People's Committee for consideration and decision. After this time, if the units do not submit written comments, it will be considered as agreeing on the establishment of the above specialized management boards.
Currently, some specialized project management boards in Ho Chi Minh City are overloaded due to being assigned many projects and lacking personnel to implement them.
In August this year, the Ho Chi Minh City Civil and Industrial Construction Project Management Board (abbreviated as the Civil and Industrial Board) proposed transferring 18 projects to the Management Boards of districts and Thu Duc City to implement because this Board is implementing many projects.
Furthermore, due to lack of personnel to implement, the Civil and Industrial Committee also recommended that the City People's Committee, in the coming time, when new projects arise in group C projects, not assign the unit as the investor to focus resources on implementing urgent assigned projects.
