Ho Chi Minh City: Some BOT projects invested under the special mechanism of Resolution 98 are still "not approved"

Some BOT transport infrastructure projects in Ho Chi Minh City implemented under the special mechanism of Resolution 98/2023/QH15 have so far encountered many difficulties in the investment preparation process.

The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) has just sent a report to the Department of Construction, reflecting the difficulties and problems in the process of implementing investment projects under the form of public-private partnership (PPP) and BOT contracts in the city.

According to the report, the Transport Committee was assigned to be the investor, preparing to invest in a number of BOT projects implemented under the specific mechanism of Resolution No. 98/2023/QH15 of the National Assembly .

Currently, the projects are in the stage of selecting survey consultants and preparing feasibility study reports, expected to be submitted to competent authorities for approval in the third quarter of 2025. However, the implementation process is facing many obstacles related to planning, site clearance and resettlement.

Binh Tien bridge and road project is currently facing problems related to adjusting the 1/2000 zoning plan.

In the project to renovate and upgrade National Highway 22 through Hoc Mon district (old), the proposed project boundary with a cross-section of 60 m does not coincide with the 60 m road boundary in the current 1/2000 scale zoning plans, so the planning must be adjusted. In addition, because the basic design has not been approved, the specific occupation boundary of the project is still undetermined.

Meanwhile, at the National Highway 1 upgrade and expansion project (from Kinh Duong Vuong Street to the new Tay Ninh provincial border), site clearance work through the old Binh Chanh district is facing serious difficulties due to the lack of land and apartments to resettle 1,400 affected households.

The North-South axis road upgrade project (from Nguyen Van Linh street to Ben Luc - Long Thanh expressway) is also facing difficulties in adjusting the planning because the district level has been removed because previously the local planning adjustment was carried out by the district level.

In this project, there is still an area of ​​about 800 m² that overlaps with the Ben Luc - Long Thanh expressway project. This area is within the compensation scope of the expressway project but up to now, the Vietnam Expressway Corporation (VEC) has not yet compensated according to the approved plan.

Also facing planning problems is Component 2 Project (construction of the bridge and main road), Binh Tien bridge and road. In this project, the local adjustment of the 1/2000 zoning plan as required must be completed in June 2025, but so far only District 6 (old) has met the schedule, while District 8 (old) and Binh Chanh district (old) are expected to be completed in the third quarter of 2025, affecting the overall progress of the project.

According to the list approved by the City People's Council in Resolution No. 79/NQ-HDND dated September 18, 2023, there will be 5 road projects that will be expanded under the BOT form on existing routes, including: expanding National Highway 13 (from Binh Trieu Bridge to Binh Duong Provincial Border); expanding National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border); renovating and upgrading National Highway 22 (from An Suong Intersection to Ring Road 3); upgrading the North-South axis road, from Nguyen Van Linh Street to Ben Luc Long Thanh Expressway; building Binh Tien Bridge and Road (from Pham Van Chi Street to Nguyen Van Linh Street).

These are projects implemented according to the special mechanisms and policies for the development of Ho Chi Minh City in Resolution No. 98/2023/QH15 of the 15th National Assembly.
