According to the Department of Industry and Trade of Ho Chi Minh City, traditional markets in the city have been invested in through many stages, with capital sources such as the state budget, socialization, public investment projects, PPP, BOT... However, due to many factors such as unfavorable location, degraded infrastructure, strong competition and e-commerce, many markets are now in a state of disrepair.

Some markets are almost no longer in operation. Specifically, Tan Phu market (old district 9) was built in 2005, but due to its inconvenient traffic location, there are no traders.

Phu Huu Market (old District 9) was built in 2004, has 164 stalls but only about 20 stalls have vendors, currently only operating in the evening with 7-8 vendors selling food and drinks. These two markets have been put on the list of markets to be considered for clearance in the period 2025-2030.

Faced with this situation, Ho Chi Minh City has coordinated with the Ho Chi Minh City University of Economics and Law to develop a project to develop a market system in a modern, flexible direction, applying technology and adapting to market fluctuations.

In addition, many programs and projects are also being implemented in parallel, such as: Project on innovation in agricultural product business and consumption methods, safe food chain, traceability of meat - eggs - poultry, pilot market model to ensure food safety and online market. These activities aim to modernize traditional markets in terms of infrastructure, management and sales methods.

The Department also requested localities to review the operating situation, analyze the causes of difficulties of each market to have specific solutions. Some directions were given such as: organizing promotional programs, increasing market image promotion, cashless payments, online sales, delivery support, food safety control and strict handling of violations.

The Department of Industry and Trade said that traditional markets are still an important distribution channel in people's lives, but their operating model needs to be adjusted to exist in parallel with modern commerce, ensuring business efficiency.
