Ho Chi Minh City assigns authority to make urban and rural planning to commune level

On August 12, the Ho Chi Minh City Department of Construction sent a document to the People's Committees of 168 wards and communes, along with related organizations and individuals, providing guidance on urban and rural planning activities in the area.

As instructed:

Planning within the boundaries of 2 or more commune-level administrative units , or forming urban areas with the role of promoting local socio -economic development, is organized by the People's Committee of Ho Chi Minh City; the appraisal agency is the Department of Construction and the approval agency is the People's Committee of Ho Chi Minh City.

Planning within the boundary of a commune-level administrative unit of a special urban area, a type I urban area or a new urban area with a population equivalent to a type I urban area, is organized by the People's Committee of the commune level, the appraisal agency is the Department of Construction and approved by the People's Committee of Ho Chi Minh City.

Planning within the boundary of a commune-level administrative unit belonging to a type II, III, IV, V urban area; not in an area of ​​special significance in terms of politics , culture, history, security... is planned by the People's Committee at the commune level, appraised by the Economic Department/Infrastructure and Urban Economics and approved by the People's Committee at the commune level.

The order of establishing, appraising, and approving planning tasks and projects is carried out according to Article 16 of the Law on Urban and Rural Planning, including 10 steps: Preparation, inclusion in the List of planning projects; Selection of consulting organizations to establish planning tasks (if any); Establishing planning tasks; Appraising planning tasks; Approving planning tasks; Selection of consulting organizations to establish planning; Establishing planning; Appraising planning; Approving planning; Announcing planning, updating the planning database of Ho Chi Minh City.
