Deploying the construction of the State Budget estimate for 2025

On the afternoon of July 19, comrade Ho Duc Phoc, member of the Party Central Committee and Minister of Finance chaired a national online conference on the implementation of the State budget estimate for 2025.

At the conference, the leaders of the Ministry of Finance thoroughly grasped and implemented Circular No. 49/2024/TT-BTC stipulating guidelines for developing the 2025 State budget estimate and the 3-year State budget - financial plan 2025-2027. In particular, it is recommended that sectors and localities focus on the contents of assessing the implementation of the State budget revenue and expenditure tasks in 2024 and the years 2021-2024; clarifying the results achieved, shortcomings, and causes to develop the 2025 State budget estimate in line with reality, ensuring correct and sufficient collection of all State budget revenue sources. The domestic revenue estimate for 2025 will increase by about 5-7% compared to the estimated implementation in 2024 and the estimated revenue from import-export activities in 2025 will increase by about 4-6% compared to the estimated implementation in 2024.

Develop the 2025 State budget expenditure estimate in accordance with the provisions of the State Budget Law, the Public Investment Law, and relevant laws; legal provisions on principles, criteria, and norms for allocating development investment capital and regular State budget expenditures to meet the requirements of restructuring the State budget, the policy of rearranging the apparatus, streamlining the payroll, and public service sector focal points according to the resolutions of the Central Committee and the Politburo .

Ensure resources for implementing salary reform and social insurance policies in conjunction with accelerating the restructuring of the apparatus and the roadmap for streamlining the payroll according to regulations. Thoroughly grasp the principles of publicity, transparency and the requirement to practice thrift and combat waste. Arrange the priority order for implementing newly arising tasks approved by competent authorities according to the level of urgency and importance and implement them immediately upon being allocated funds, and the State budget estimates are implemented in accordance with the ability to mobilize and balance resources.

Minister Ho Duc Phoc requested ministries, branches and localities to closely follow the guidance of the Ministry of Finance to build the 2025 State budget estimate in line with reality, minimizing the cancellation of estimates and transferring resources to the following year.

The construction of the budget must comply with the provisions of the State Budget Law, the Public Investment Law and related laws, and the provisions of law on principles, criteria, and norms for allocating development investment capital and regular state budget expenditure. The construction process must ensure resources for implementing salary reform and social insurance policies, along with promoting the restructuring of the apparatus and the roadmap for streamlining the payroll according to regulations.
