Rescue people in isolated areas
At noon on September 29, the Fire Prevention, Fire Fighting and Rescue Police Department of Thanh Hoa Province Police received a report from the People's Committee of Ngoc Lac Commune about 13 people trapped and isolated due to rising floodwaters at a pig farm on the alluvial plain of Cau Chay River, in Cao Phong village.
Immediately after receiving the news, the unit sent 15 officers and soldiers with specialized vehicles to quickly go to the scene to organize the rescue of the victims.
The strong floodwaters forced officers and soldiers to carry specialized equipment and life jackets to explore the terrain and operate jet skis in limited visibility to reach the isolated victim area.
After nearly two hours of struggling to carry out their tasks in the rain, floods, and rushing water, the rescue force of Thanh Hoa Provincial Police successfully rescued and brought 13 isolated people out of the danger zone, ensuring absolute safety.
Also on September 29, the Fire Prevention, Fire Fighting and Rescue Police Department of Thanh Hoa Province Police also rescued a man who was visiting a seafood farm and was trapped in a shrimp field in Xuan Lam Commune due to rising floodwaters.
From the shore to the victim's location, the river water was flowing rapidly and the victim was about 700 meters long. After more than an hour of effort, the victim was rescued by authorities and brought out of the floodwaters safely in a stable condition.
Take the pregnant woman to the emergency room
Earlier, on the morning of September 29, after storm Bualoi had just passed through for a few hours, officers and soldiers of Huong Pho Commune Police (Ha Tinh) set out to help people in the area affected by the storm.
Suddenly, the working group received information from the local security force informing that pregnant woman Le Yen Nhi (19 years old, residing in Bac Son village, Huong Pho commune) was showing signs of labor and needed urgent emergency care, but because her house was isolated by floodwaters, she could not get to a medical facility.
Major Nguyen The Viet - head of Huong Pho Commune Police - told Tuoi Tre that upon hearing the report of an emergency, the working group immediately went to Nhi's house to provide support, and by all means, had to take the emergency person to the medical center as soon as possible.
However, at that time, around 8am, the wind was still strong, the flood water was rising, the road leading to Nhi's house was flooded more than 2m deep, making it impossible to travel by normal means of transport. After a few minutes

On the night of September 29, many localities in Nghe An were still experiencing widespread power outages due to fallen electric poles and flooded transformer stations, disrupting people’s lives. Thousands of houses had their roofs blown off and had no place to stay, so they had to temporarily move to their neighbors’ or relatives’ houses, which were more solid.
In just over a month, Nghe An people have had to endure two consecutive storms, of which storm Bualoi is estimated to have had a longer duration, greater range of influence, and caused greater damage than storm Kakiji.
Returning home after a night of sheltering from the storm, Mrs. Le Thi Than - 56 years old, residing in Nghi Hoa 2 block, Cua Lo ward - was in tears when she saw her house's roof suddenly blown away by the storm. The furniture in the house was also soaked with water mixed with rocks and soil. Collecting the broken cement roof panels, Mrs. Than said that this was the strongest storm ever.
Ms. Than lives alone in a house of more than 40 square meters that has been in disrepair for many years. Before the storm arrived, she was supported by the local government to a safe evacuation point. "I spent the whole night watching the storm, listening to the howling wind and pouring rain, unable to sleep. Now that the house is gone, I don't know how to live," Ms. Than choked up.
During the storm and the subsequent floods, Nghe An police also rescued 12 people in distress. While being treated by doctors for facial injuries, Pham Dinh Huynh (30 years old, from Hue City) recounted that in the early morning of September 29, he went to work for a homeowner, but was unable to return home due to the storm, so he took shelter at a relative's house.
The storm blew away the roof, the beams fell down and trapped four people inside. "Thanks to the police officers who quickly came to cut, remove, and move the obstacles to get us out safely," said Mr. Huynh.
Mr. Le Hong Vinh - Chairman of Nghe An Provincial People's Committee - said that thanks to the implementation of storm prevention measures according to the "four on-site" principle, damage was minimized, especially in Nghe An province there were no human casualties.
In the coming time, Mr. Vinh said the province requires localities to continue to mobilize all resources, concentrate efforts to overcome the consequences, give highest priority to isolated areas, policy families and single-parent families, ensure timely supply of essential necessities, not let any household go hungry, thirsty or be left behind.
Storm Bualoi's circulation causes heavy rain all day today
According to the National Center for Hydro-Meteorological Forecasting, due to the influence of storm Bualoi, today (September 30), in the area from Thanh Hoa to Ha Tinh, the Northern Delta, Phu Tho, the southern provinces of Son La and Lao Cai, there will be heavy to very heavy rain with common rainfall of 100 - 200mm, locally over 350mm.
Other places in the North have moderate to heavy rain with common rainfall of 70 - 120mm, locally very heavy rain over 200mm.
The risk of landslides, flash floods and flash floods occurs in most of the Northern provinces, Thanh Hoa - Hue, especially Thanh Hoa - Ha Tinh area and the mountainous provinces of the North.
Mr. Phung Tien Dung, Head of the Hydrometeorological Forecasting Department of the National Center for Hydrometeorological Forecasting, warned that from now until October 1, there is a possibility of a flood on the Thao River (Lao Cai), Hoang Long River (Ninh Binh), and Da River (Phu Tho), while floods on rivers from Thanh Hoa to Ha Tinh are likely to continue to rise.
"There is a high risk of flooding in low-lying areas along rivers and urban areas in the Northern region, from Thanh Hoa to Ha Tinh," Mr. Dung warned.

At the same time, provinces and cities with citizens who are victims, missing, out of contact, injured, or damaged by storms and floods are requested to visit, encourage, and provide free medical treatment to the injured and mobilize forces to continue searching and rescuing those who are still missing or out of contact.
