Schools are not allowed to collect class funds or school funds.

According to the feedback from parents of An Hoi Primary School, Go Vap District and Nguyen Du Primary School, District 12, these schools continued to announce the collection of class fund for semester 2, even though the semester 1 fund had not been used up yet. Previously, the Department of Education and Training of Ho Chi Minh City announced that schools in the area were not allowed to collect class fund and school fund.

On the afternoon of January 25, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that currently there is no legal document regulating class funds and school funds, so the Department's leaders have repeatedly affirmed that schools are not allowed to organize class funds or school funds.

The Chief of Office of the Department of Education and Training of Ho Chi Minh City recommends that the Parents' Representative Board should not collect donations that are not voluntary and donations that do not directly serve the activities of the Parents' Representative Board.

According to him, class fund and school fund are common terms people often use to refer to the operating expenses of the class Parents' Association and the operating expenses of the school Parents' Association.

Accordingly, the operating expenses of the Parents' Representative Board are stipulated in Article 10 of Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training promulgating the Charter of the Parents' Representative Board.

Specifically, the operating budget of the class's Parents' Representative Committee comes from the voluntary support of parents and other legal funding sources for the class's Parents' Representative Committee.

The operating budget of the school's Parents' Representative Board is taken from the operating budget of the class Parents' Representative Boards, according to the recommendation of the plenary meeting of the class Parents' Representative Board heads at the beginning of the school year, and other legal funding sources for the school's Parents' Representative Board.

The collection and expenditure of funds by the Parents' Association must ensure the principles of publicity and democracy; after spending, the financial settlement must be publicly reported at the class-wide meetings of parents and the school-wide meetings of the Parents' Association; there is no regulation on the average level of financial support for parents.

The Department of Education and Training of Ho Chi Minh City has issued guidance documents every year. During the process of managing, checking and inspecting educational establishments, the Department of Education and Training of Ho Chi Minh City has made direct adjustments so that units can comply with regulations.
