Accordingly, the Plan focuses on proactively responding, minimizing risks and quickly resolving incidents, while improving monitoring capacity and early warning of behaviors and vulnerabilities that may cause information insecurity. Agencies, units and localities clearly define the responsibilities of leaders and officers in charge; build an incident response team with adequate qualifications and professional skills; ensure resources, means and funding for effective implementation.
The implementation content focuses on the following groups of tasks: Assessing risks and network information security incidents, reviewing, forecasting, and overcoming weaknesses and security vulnerabilities; Developing response plans for each specific situation such as cyber attacks, technical incidents, operational errors, or natural disasters; Organizing coordination activities, standing by to respond to incidents, reporting, classifying, and handling them promptly according to regulations; Training, practicing real-life exercises, improving coordination skills, handling situations, and promoting propaganda and raising awareness of network information security.
The plan also clearly assigns responsibilities to departments, branches, sectors, People's Committees of communes, wards and related units. In particular, Tuyen Quang Provincial Police is the specialized agency, the focal point for coordinating response to network information security incidents , and at the same time presides over inspection, supervision, guidance and handling when situations arise.
The People's Committee of Tuyen Quang province requires agencies, units and localities to proactively review, evaluate and classify information system security levels, establish responsible focal points, send officers to participate in training and exercises; regularly report the situation to Tuyen Quang Provincial Police for synthesis and advice.
