Currently, Quang Yen town is the locality implementing many key projects of the province. To speed up the progress of the projects, since the beginning of the year, the locality has been focusing on site clearance (GPMB) to serve large projects, contributing significantly to the economic development of the locality and Quang Ninh province.
In 2024, the town implemented land acquisition for 24 projects with a total land area of over 4,334 hectares, affecting 2,373 households and organizations. To create consensus among households, the locality organized 7 public planning meetings; 80 dialogues with investors and households related to removing difficulties and obstacles in land acquisition. The locality conducted an inventory and counting of 416 households; established, publicly posted and completed the public disclosure of 1,136 compensation plans. Notably, in 2024, the locality paid compensation, support and resettlement to 830 households; handed over 146.2 hectares of cleared land to investors.
Entering 2025, Quang Yen Town determined that the land area requiring site clearance is still large, including many projects transferred from 2024. Therefore, from the beginning of 2025 until now, the locality has focused on prioritizing resources to carry out site clearance work for key projects in a rolling manner, prioritizing projects and locations that urgently need land for construction. Notably, for key public investment projects using provincial budget capital, Quang Yen Town is concentrating on removing difficulties, focusing on site clearance for 5 projects. Typically, the riverside road project connecting from Ha Long - Hai Phong expressway to Dong Trieu Town (section from Dam Nha Mac intersection to Provincial Road 338 - phase 1). This project must reclaim about 72.38 hectares of land, affecting 1,180 households and organizations. Up to now, the Town Land Fund Development Center has handed over 71.88 hectares to the investor, corresponding to 1,151 households receiving money for site handover. Currently, 5/7 communes and wards have completed compensation and resettlement support work. The entire route of more than 11.4km has been cleared to ensure the transportation of roadbed construction materials. To complete the site clearance for this project, the locality is actively mobilizing and propagating households in the site clearance area to agree to hand over the site as planned.
Similarly, the project of Dam Nha Mac intersection to Bac Tien Phong Industrial Park (phase 1), with a planned area of 11.22 hectares, the total length of the route is 1.55 km, has completed the counting, compensation and resettlement plan. The project of the road connecting Ha Long - Hai Phong expressway (at Km 6 + 700) to provincial road 338 (10-lane road) has a total length of 4.04 km, with a reclaimed area of 43.44 hectares. The progress of phase 1 of land clearance has been completely completed and the entire land area of 33.24 hectares has been handed over to the investor to implement the project. Phase 2 of the reclaimed area of 10.2 hectares of the green corridor has completed land clearance of 3.44 hectares, the remaining 6.76 hectares, equivalent to 37 households, have not agreed.
For non-budget projects such as: Song Khoai Industrial Park Project; Seaport and Industrial Park Complex Development Project in Dam Nha Mac area; Nam Tien Phong Industrial Park Project, Dam Nha Mac in Tien Phong Commune; Industrial Park, General Port and Warehouse Services Project in Dam Nha Mac - Bach Dang Industrial Park area; Ha Long Xanh Complex Urban Area Project, site clearance work for these projects has been and is being implemented on schedule by Quang Yen Town for the investor.
Mr. Le Duc Do, Director of the Quang Yen Town Land Fund Development Center, said: To effectively carry out the task of land acquisition for projects in 2025, the Center is closely coordinating with the authorities and organizations of wards, communes and neighborhoods to publicize the project planning, as well as the compensation and support policies when the State reclaims land. During the process of counting and planning for land acquisition, the opinions and recommendations of the people were listened to and clearly explained in accordance with the State's policies and regulations. In the coming time, the Center will continue to coordinate and must thoroughly resolve the problems related to land acquisition. In the immediate future, we strive to completely complete the legal procedures of 150 hectares of land for the Dong Mai Industrial Park expansion for the investor, creating a driving force for economic development for the province. We strive to complete the procedures for handing over 169 hectares of cleared land to the investor of Song Khoai Industrial Park in February.
