Applying digital financial management solutions

In the context of integration and development, digital transformation (DX) has become an important driving force to improve competitiveness and management and operation efficiency. To concretize the policies of the Party and the State, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the development of science, technology, innovation and national DX, Dong Nai province has been making efforts to synchronously deploy many solutions.

In particular, the province aims for digital transformation solutions in state financial management and the application of artificial intelligence (AI) to effectively operate the two-level local government apparatus, promoting socio-economic development in the area.

The Department of Science and Technology of Dong Nai province has just organized a workshop on “Dong Nai Digital Transformation: Towards an Effective Two-Level Government” in August 2025. The workshop provided useful and feasible solutions, contributing to strongly promoting the digital transformation process of the province. From there, it serves as an important basis for units and localities to continue to perfect, refine, and build a modern and effective administration.

This is not only an inevitable trend, but also the key to optimizing processes, improving work efficiency and bringing practical benefits to people and businesses. In particular, the contents related to financial management play an important role. Therefore, the effective application of information technology and AI in digital financial management will help localities reduce processing operations and improve the efficiency of digital transformation. Thereby, continuing to perfect and build a modern, smart administration, serving the people better and better”.

Digital finance is opening a new direction for inclusive and sustainable finance, where technology helps narrow the access gap and promote sustainable growth. The process of applying technology and promoting digital transformation in financial management is not only about applying new technology, but also about close interaction and connection between stakeholders.

In particular, the issues of investment, development of digital infrastructure and improvement of the quality of digital human resources are important issues that localities need to address to promote digital transformation solutions.

Vice Chairman of the People's Committee of Phu Hoa Commune, Dong Nai Province Nguyen Thanh Tam shared: Digital transformation in financial management activities brings many benefits. Currently, many localities apply digital financial management software with many expanded features. In particular, in addition to the functions of accounting, management and synthesis, the software also incorporates the digital signature of the leader. Promoting the implementation of Resolution No. 57-NQ/TW, developing technology applications at public administrative service centers, including digital financial applications; as well as connecting and expanding the utilities of Project 06/CP... will contribute to building a modern administration, promoting the effective operation of the 2-level local government model.

Ms. Nguyen Tuyet Tran Tran, an expert of the Department of Culture and Society of Dau Giay commune, Dong Nai province, said: “Digital transformation plays an important role in the operation of two-level local government. I hope that relevant departments, branches and localities will continue to implement training programs for grassroots officials and civil servants on digital transformation, applying technology in handling administrative procedures to improve professional capacity, handle work effectively in the digital environment, and ensure the set progress.”

At the same time, provide solutions and applications of digital transformation and AI, especially in supporting financial management and operation in communes and wards. Thereby, promoting a modern, smart and effective public administration.
