Over the years, Da Nang city (old) has been known as a pioneering locality with outstanding social security policies. In particular, the exemption of 100% of tuition fees for students from kindergarten to high school and vocational students has left a strong impression.

Humanitarian policies and community movements have built the brand of a “livable city”. Da Nang is a green, clean and beautiful city, a tourist destination without price gouging, where people are willing to give way and protect the environment.
International festivals, iconic bridges, and regional cultural events have created “soft power”, helping Da Nang appear beautifully in the eyes of friends from all over the world.
Challenges in governance and cultural and human development
From July 1, 2025, when Quang Nam and Da Nang merge, the city will enter a new phase of development on a large scale. From a city of 1.2 million people, it has now become a city of more than 3.065 million people, with an area of nearly 12,000 square kilometers, making it the largest centrally-governed city in the country.
Along with great opportunities, social management responsibilities also become heavier. Regarding social security, if previously Da Nang exempted tuition fees for about 260,000 students, now the number has nearly tripled, up to more than 670,000.
If the city decides to maintain this policy, the budget must increase and at the same time apply the nationwide tuition-free policy that has been applied since the 2025-2026 school year.
On the socio-cultural front, the challenge is even greater: integrating modern urban communities with large, diverse rural areas, reducing the sharp polarization of the rich and poor gap.
Cultural and social policies therefore cannot be applied mechanically, but must be flexible, both cohesive and harmonizing differences, avoiding disparities, and creating consensus within the political system and the entire population.
With these challenges, the new city needs a smart management mechanism to guide development: arousing the creative spirit of the people, mobilizing community strength, building social trust, and at the same time establishing civilized urban standards and building urban lifestyle. Only then will culture and people truly become the central driving force.
Defining the cultural standards of Da Nang people
The political report of the City Party Executive Committee for the 2025 - 2030 term, which will be presented at the 1st Congress of the Da Nang City Party Committee (2025 - 2030 term), clearly stated: "Cultural and social development must be synchronous and closely linked with the economy, aiming to build a city rich in identity and improve people's lives."
At the same time, it is necessary to state the following requirements: "Research and specify the criteria, standards, and characteristics of Da Nang city and modern socialist people, rich in identity, humane, creative, highly knowledgeable, highly cultured, with high income, high governance, and high quality of life.
Review and closely follow national target projects and programs on cultural revival and development, and building Vietnamese people to propose a number of suitable projects and mobilize resources for implementation.
“A city is only truly stable if it is supported by enduring internal values. That is culture, lifestyle, community spirit, and historical character... And the most fundamental way for culture to live, spread and become a driving force is none other than education.
Da Nang City needs to promote moral education, personality, and life skills for all generations; from students to officials, from workers to businessmen. At the same time, build a healthy social environment where family culture, office culture, and civic culture are aroused and promoted.

These are not only guidelines for action, but also measures to evaluate social progress.
If you need an inspirational slogan, you can choose the 11-word sentence: “Da Nang People: Humanity, Kindness, Creativity, Happiness”. That slogan both affirms core values and sows trust, becoming a driving force spreading from schools, agencies to each residential area…
In the 2025 - 2030 period, the biggest challenge is to turn the orientations in the Political Report and Resolution of the City Party Congress into specific policies and projects with clear criteria, transparent monitoring mechanisms and drastic implementation.
Only when humane policies, community movements and civilized standards permeate the consciousness of every citizen will the city truly be worth living.
A city is not only measured by its high-rise buildings or massive infrastructures, but also observed and felt from the smiles of its people, the kindness in their daily behavior and the shared pride in their identity.
Culture and people are the heart, the source that nourishes every step of progress, measuring development with the happiness index system. When and only when that heartbeat is strong and full of vitality, will the city be truly sustainable, and rise to become the "Cultural - Creative - Integration Center of the Central region and the whole country".
