The conference adopted the ASEAN-Korea Joint Declaration 2025 on Cooperation in the Field of Intellectual Property.
The conference focused on discussing cooperation orientations in the field of IP, especially emphasizing the role of advanced technology, especially artificial intelligence (AI), in the management and assessment of IP rights. Other important contents include: Expanding educational and professional training programs; enhancing technical cooperation in areas such as patents and trademarks; improving the effectiveness of IP rights enforcement; as well as promoting the commercialization and financialization of intellectual property to provide more practical support to the business community, especially small and medium enterprises.
Speaking at the Conference, Director General of the National Office of Intellectual Property Luu Hoang Long affirmed that this is an important opportunity for the parties to share information, strategic vision and identify priority areas of cooperation, including capacity building, training, as well as support for the commercialization of intellectual property. The Vietnamese representative expressed support for the early signing of a comprehensive Memorandum of Understanding between ASEAN and KIPO, and reaffirmed Vietnam's commitment to continue to closely coordinate with ASEAN countries and KIPO to effectively implement cooperation programs in the coming time.
At the end of the Conference, the parties agreed and adopted the ASEAN-Korea Joint Declaration 2025 on cooperation in the field of IP. This document emphasizes the continuation of the partnership established since 2018. At the same time, it affirmed the determination to strengthen cooperation in three key areas: Application of AI in IP management; Improving the effectiveness of protection and enforcement to prevent IP infringement; Promoting the valuation, financialization and commercialization of IP rights, thereby promoting the development of an IP ecosystem suitable for the context of transition to a digital economy , especially supporting startups and small and medium enterprises.
Director General of the National Office of Intellectual Property Luu Hoang Long held a bilateral meeting with Director General of KIPO Wan Ki Kim.
On the sidelines of the Conference, Director General Luu Hoang Long had a bilateral meeting with Mr. Wan Ki Kim, Director General of KIPO. The two sides exchanged information on the development of the IP system in each country, shared views on protection and enforcement of rights, and discussed cooperation orientations in the coming period.
At the meeting, leaders of the two agencies signed a Cooperation Plan for the period 2025-2027, focusing on the following areas: Strengthening information exchange on laws, systems and practices of IP management to better understand each other's legal framework.
Regarding training, the two agencies coordinate to organize professional training programs for officials and stakeholders, including appraisal, protection, use of intellectual property rights, digital transformation and capacity building.
The two sides will share experiences, coordinate the organization of workshops and capacity building activities on detecting and handling violations, especially infringements in the digital environment. In addition, cooperation in the field of trademarks will focus on sharing data related to applications that show signs of bad faith and those who frequently use Korean characters.
The two sides also coordinate to organize activities to raise public awareness of IP. Notably, the cooperation on commercialization of IP assets will focus on exchanging policies and experiences on valuation, insurance and financial mechanisms such as mortgages and capital contributions using IP rights.
Finally, the two agencies will cooperate in research, share experiences and organize activities related to AI applications in IP administration and appraisal, aiming to increase efficiency and modernize the system.

Also within the framework of the event, Director General of the IP Office Luu Hoang Long worked with Mr. Tan Kong Hwee, Director General of the Intellectual Property Office of Singapore (IPOS). At the meeting, the Vietnamese side informed about recent developments in science , technology, innovation and IP policies. The two sides reviewed the results of cooperation in the past time, notably the Joint Search and Examination Program (CS&E), and discussed the direction of cooperation in the coming time, focusing on patent examination training, promoting digital transformation in service provision, enhancing coordination in the ASEAN Action Plan on IP for the period 2026-2030 and the ASEAN Framework Agreement on IP, as well as promoting commercialization and developing financial mechanisms for intellectual property.
Attending the Conference and bilateral meetings on the sidelines demonstrated Vietnam's active and proactive role in international cooperation on IP, while opening up new opportunities to share experiences, improve governance capacity, promote commercialization of intellectual property and support the development of the national and regional innovation ecosystem.
