Reporter : On July 10, 2024, the Prime Minister signed Decision No. 620/QD-TTg approving the Project on restructuring VNPT Group for the period 2021-2025 with the goal of building and developing VNPT into a strong, dynamic, efficient, modern state-owned economic group with the capacity to compete domestically and internationally. Could you please tell us how the restructuring process has been and is being implemented by the Group and what strategic focus is it aiming towards?
VNPT Group General Director Huynh Quang Liem: Implementing Decision No. 620/QD-TTg of the Prime Minister, VNPT has been taking important steps in restructuring and innovating the organizational model, in order to meet the development requirements in the new period. At the same time, the issuance of Resolution No. 186/NQ-CP dated June 25, 2025 of the Government and Document No. 6468/VPCP-DMDN dated July 11, 2025 of the Government Office has concretized this major policy, with the key task of merging VNPT-Vinaphone Corporation and VNPT-Media Corporation into the parent company - VNPT Group.
On that basis, on August 27, 2025, the Board of Members of the Group issued Decision No. 99/QD-VNPT-HDTV-NL on the official merger of the Telecommunication Services Corporation (VNPT-Vinaphone) and the Communications Corporation (VNPT-Media) into accounting units under the parent company. This is a strategic step, aiming to rearrange the organizational model towards streamlining, effectiveness, efficiency and focusing more on the long-term strategic goals of the Group. VNPT Group will officially implement comprehensive restructuring from October 1, marking an important milestone in the innovation process of VNPT.
The restructuring of VNPT Group is not only of strategic significance but also an inevitable and objective requirement to meet the development requirements in the new period. The focus of this process is to reduce the number of business and technical contacts in 34 provinces and cities; streamline the intermediary levels; at the same time, strengthen decentralization, delegation of authority and clarify the responsibilities of each contact in the system. This is an important foundation for VNPT to gradually shift to a digital operating model, in which all activities are operated based on data, ensuring connectivity, transparency and the ability to respond quickly to market needs.
The core objective of restructuring is to enhance customer experience, improve employee experience, and encourage innovation, creating conditions for each unit and individual to play a proactive role in operations and services. Along with the maturity of internal digital transformation as well as data maturity, we aim to build a modern governance model, approaching the standards of an excellent digital technology enterprise.
From October 1, VNPT's new production and business organization model will be officially put into operation. On that basis, the Group will comprehensively innovate both the management and production and business organization model, towards forming a smart, streamlined, flexible and highly adaptable organization. At the same time, the new model also ensures the principle of transparent governance, optimizes the efficiency of resource use in key areas, and operates consistently and consistently from the Group level to local units.

Reporter : In the context of digital transformation taking place strongly around the world, data-based management and operation have become a new standard, a decisive factor for the sustainable development of enterprises. So how has VNPT seized this opportunity to implement comprehensive digitalization, creating a breakthrough for the management activities as well as service development of the Group in the coming time, sir?
VNPT Group General Director Huynh Quang Liem: VNPT has quickly grasped this trend and made a fundamental transformation: considering data as the core asset that "nurtures" the entire service ecosystem and business management activities.
To realize the goal, we have been transforming the entire management system according to the data-driven model. That means all decisions from strategic planning, product design, to service operation are based on real-time data. Thanks to that, decisions are made faster, more objectively, minimizing the risk of depending on personal feelings. More importantly, the data-driven management model helps VNPT improve transparency and strengthen competitiveness. This is both an essential requirement for long-term development and a factor ensuring VNPT maintains its position as a key enterprise in the Vietnamese telecommunications and information technology industry.
