Socializing resources for science and technology in the Northern Midlands and Mountains region

Bac Giang has always been in the leading group of the country in terms of economic growth rate (GRDP) 40; the Provincial Competitiveness Index (PCI) ranking for 2 consecutive years (2023, 2024) is in the group of 5 leading provinces and cities in the country and is at the top of the Northern Midlands and Mountains region.

Thai Nguyen continues to affirm its position as a training and scientific research center of the region. In 2023, Thai Nguyen ranked 10th in the country and first among the provinces in the region in terms of the Local Innovation Index. However, the Ministry of Science and Technology believes that most provinces in the region have not been able to balance their budgets, leading to very low funding for science, technology and innovation, failing to meet actual needs. Localities have not yet had strong enough solutions to mobilize more social resources to invest in science and technology development, especially in implementing large-scale science and technology tasks and investing in strengthening the potential of science and technology organizations.

The material and technical facilities of scientific and technological organizations in the region have received investment attention but are still lacking, not synchronized, and do not meet the requirements for implementing large scientific and technological tasks that require high techniques.

The transition to the mechanism of autonomy and self-responsibility of science and technology units in localities in the region still faces many difficulties and challenges. The quality of science and technology human resources, especially highly qualified human resources and leading experts in each locality and the whole region in general, is still lacking and weak. Some localities have not yet issued mechanisms and policies to attract and use talents.

The science and technology market has begun to take shape and develop, but there are still many barriers, obstacles, and bottlenecks; the capacity of enterprises in the region to absorb and master technology is still limited; the density of enterprises is the lowest in the country, and the number of enterprises investing and innovating technology is not large.

Regional linkages are still lacking and weak, not bearing their own mark, not really promoting the full potential and advantages of the region. Large-scale, interdisciplinary, inter-regional research and application tasks have not been formed to create products according to large value chains, strongly impacting the socio-economic development of the locality and region. The linkages and cooperation between localities within the region and outside the region to jointly solve large-scale, interdisciplinary, inter-regional scientific and technological problems and tasks, and to develop key, key, and typical products of the region towards products with national brands are still very limited.

To improve the efficiency of science and technology activities and innovation in the region in the coming time, Deputy Minister of Science and Technology Hoang Minh said that the Departments of Science and Technology in the region need to continue to advise competent authorities to prioritize funding allocation, increase investment to improve local science and technology potential, increase investment in potential, facilities, and technical infrastructure for science and technology. Improve the quality of local science and technology human resources to meet the requirements of implementing science and technology tasks to serve socio-economic development.
