In the past few days, information about early admission has been of public interest because the Ministry of Education and Training is expected to have some changes in the admission quota and passing scores of this form of admission. So what is early admission and what do candidates need to do to be officially admitted after participating in early admission?

When is the early admission period?

Speaking to Thanh Nien reporters on November 27 , Ms. Nguyen Thu Thuy, Director of the University Department, Ministry of Education and Training, explained that early admission is the time when schools consider admission before the high school graduation exam. This is a phrase used to differentiate in terms of time from the admission period according to the general plan of the Ministry of Education and Training.

Ms. Thuy further clarified: "Early admission and admission methods are two different things. In particular, early admission is used to differentiate in terms of time compared to the admission period according to the general plan of the Ministry of Education and Training. Meanwhile, admission methods are used in any admission period. The only thing is that in terms of time, early admission is before the high school graduation exam, so at that time it is not possible to use the admission method using high school graduation exam scores."

Pursuant to Article 18 of the Regulations on University and College Admissions for Preschool Education issued together with Circular 08 of 2022 (still in effect at this time), the regulations on early registration and admission are as follows:

Training institutions have plans to conduct early admissions for some admission methods, organizing candidates to register online or directly at the training institution.

Training institutions organize admission exams for candidates who have completed the admission procedures, but are not allowed to ask candidates to confirm admission earlier than the general schedule.

In addition, schools must announce and upload the list of candidates who meet the admission requirements (except for high school graduation requirements) to the system to process applications along with other admission methods according to the general plan, completed before candidates register for admission on the system.

Must graduate from high school and register sign the application on the system

Also according to regulations, candidates who have applied to training institutions according to the early admission plan must continue to register their wishes on the system according to the general plan of the Ministry of Education and Training.

In case the candidate has been notified by the training institution that he/she is eligible to be admitted to a certain wish (except for the high school graduation condition, which means he/she must wait for the high school graduation exam results if he/she has not graduated from high school), the candidate decides to prioritize his/her wishes when registering on the system.

This means that if a candidate wants to be officially admitted to that wish, he/she must register as the first priority. In case he/she wants to expand the opportunity to be admitted to another wish, for example, he/she wants to consider a new major by using the graduation exam score method, he/she can set the wish with the exam score first, then the wish that was admitted early.

If a candidate's name is on the early admission list but does not register his/her admitted wish in the system, it will be considered as refusing to be admitted to this wish.

In case the candidate does not meet the requirements to be admitted to a desired training program in the early admission round, he/she can still continue to register for that training program using another admission method on the system.

According to statistics from the Ministry of Education and Training, in the 2023-2024 school year, 214 out of 322 training institutions conducted early admission. However, out of a total of over 375,500 candidates admitted for early admission, only over 147,000 cases registered for their first choice were admitted after virtual filtering. This means that less than 40% of cases decided to enroll by this method.

Proposed changes to early admission

The Ministry of Education and Training has just announced a draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education.

Accordingly, the Ministry of Education and Training plans to amend and supplement 2 clauses in Article 18 of the current regulations on organizing registration and early admission. Specifically, training institutions can organize early admission in an appropriate way to select candidates with outstanding abilities and academic achievements.

The early admission quota is determined by the training institution but does not exceed 20% of the quota for each major or group of majors. The school ensures that the early admission benchmark is not lower than the admission benchmark of the general planned admission round.

Training institutions organize admission exams for candidates who have completed the admission procedures, publicly announce the list of candidates who are eligible for admission; the number of candidates announced to be admitted must not exceed the announced early admission quota of each training major or group of majors; candidates must not be required to commit or confirm admission earlier than the general schedule in any form.

Training institutions announce and post the list of candidates who meet the admission requirements (except for high school graduation requirements) on the system to process applications along with other admission methods according to the general plan.
