After reviewing the records provided by the Center for Continuing Education and Vocational Training in Binh Tan District and comparing them with the regulations of the Ministry of Education and Training, the Department of Education and Training issued Official Dispatch No. 4436 dated August 16 regarding the cancellation of the recognition of the 2023 high school graduation results of a candidate who is a student of the Center for Continuing Education and Vocational Training in Binh Tan District.

The Department of Education and Training requested the People's Committee of Binh Tan District to direct the organization to review and handle related officials, teachers and employees regarding the process of organizing student assessment and completing the registration file for the 2023 high school graduation exam of this student.

Mr. Dung also requested the People's Committee of Binh Tan District to inform the Department of Education and Training of the handling results to report to the Ministry of Education and Training as requested.

The Department of Education and Training made the above move after the Ministry of Education and Training issued Official Dispatch 4065 on August 9 requesting verification and reporting of cases where candidates who did not meet the requirements still passed the high school graduation exam.

As Thanh Nien Newspaper reported on August 8, the transcript of a 12th grade student at the Binh Tan District Continuing Education Center for the 2022-2023 school year recorded average academic performance and good conduct.

In the section on whether students are promoted to the next grade or retained, the center has also stamped with the words: "Not allowed to take the high school graduation exam". The reason is that the student was absent from school without permission for 67 days in the 2022-2023 school year. However, this student was still given a notice to take the exam and pass the high school graduation exam in 2023.

Speaking to the press, a deputy director of the Binh Tan District Vocational Education and Continuing Education Center said he was assigned to be in charge of the center from April 17 to July 4. "In principle, Ms. NTML, the center's deputy director in charge of professional matters, will sign the high school graduation exam notice for students. However, because Ms. ML was too busy, I signed it," this person said.

The center's deputy director said he had received 235 high school graduation exam notices from the education department for signature and had not received any notice from homeroom teachers that students were not eligible to take the high school graduation exam.

"After signing the high school graduation exam notice for the students on June 19, on July 4, I was hospitalized due to a heart attack. It was not until August 1, when I returned to work, that I learned that the student had taken the exam and passed the high school graduation exam. The student's homeroom teacher said that he had sent a document directly to Ms. ML stating that the student was not eligible to take the high school graduation exam," said the Deputy Director of the Binh Tan District Continuing Education Center.
