To date, three subjects using artificial intelligence (AI) applications have been identified in two examination councils. These candidates used their phones to take pictures of a part of the exam and transfer them to the AI application to solve it. One of the candidates, from the Lam Dong provincial examination council, used a high-tech device, a camera attached to a sleeve button, to send the exam out for someone else to solve.

Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security (Ministry of Public Security) informed at a press conference on the 2025 high school graduation exam organized by the Ministry of Education and Training on the afternoon of June 27.

“Up to now, these candidates have admitted their wrongdoings. In the near future, we will continue to consolidate the records, clarify further and base on the level, nature and consequences of the incident to handle them according to regulations,” said Mr. Chung.

However, Mr. Chung said that these were incidents that occurred in small groups of subjects and affirmed that during the exam period, there was no leaking, leaking, or affecting the general psychology of society on the internet. Therefore, the actions of these candidates did not affect the safety and seriousness of the exam.

"The candidate's responsibility will be based on the nature, level, behavior and consequences. We will inform about the handling direction later," Mr. Chung added.

The representative of the Internal Political Security Department (Ministry of Public Security) also said that in the coming time, it is certain that in the examination process, the application of AI for cheating will be more sophisticated and will be more widespread. This requires synchronous solutions, especially the application of higher technology to combat these tricks and prevent this.

Deputy Minister of Education and Training Pham Ngoc Thuong said that this is one of the challenges because of the use of extremely sophisticated high technology. "In previous years, we talked about smartphones, this year we have AI, which is as sophisticated as that, while the exam has 1.16 million candidates participating," Mr. Thuong said, adding that it is difficult to get "ten out of ten" results.
