The Ministry of Education and Training has a plan for the 2026 high school graduation exam. Accordingly, the 2026 exam will be kept stable as in 2025. However, the Ministry will make some adjustments to ensure compliance with the 2-level local government management model and the arrangement of provincial-level administrative units, the rearrangement of the inspection apparatus, and the continued application of information technology in the exam organization stages.
Specifically, there will be 5 adjustments to make the exam more suitable.
Firstly , amend regulations related to inspection and examination during exams to ensure consistency with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.
Second , adjust a number of regulations and exam organization procedures to ensure more suitability and convenience for units in the context of restructuring provincial administrative units.
Some adjustments such as: Exam registration files are only kept at high schools; Exam notices and exam cards are integrated into a single type, which is the exam notice and is issued by the high school where the candidate submits the exam registration files.
Another new point is the integration of the temporary graduation certificate and the exam result certificate into an exam result certificate, which is issued by the high school where the candidate submits the exam registration application.
Third , reduce the time for receiving appeal applications to announce appeal results sooner and facilitate the admission work of universities and vocational training institutions.
Fourth , adjust the review scoring process to increase efficiency and quality. Accordingly, it is stipulated that all scores that change during the review process must be discussed.
Fifth , continue to strengthen the application of information technology in the organization of exams, optimizing data transmission between the Examination Councils and the Ministry of Education and Training through the exam management system to reduce manual work (sending CDs by post) and contributing to increasing processing speed.
In 2025, nearly 1.17 million candidates registered for the high school graduation exam, a record high. The Ministry organized the exam for both the 2006 and 2018 general education programs.
For the first time, the Ministry organized the exam according to the 2+2 exam plan; with 2 compulsory subjects: literature and math and 2/9 subjects that students can choose from according to their career orientation in high school; there are 36 groups of registered exam subjects for students to choose from. The exam time was shortened from 4 exam sessions to 3 exam sessions.
