Bac Ninh: Peak of competition to implement Gia Binh International Airport project

BAC NINH - Recently, the Steering Committee for Investment and Construction of Projects Related to Gia Binh International Airport (referred to as the Steering Committee) held a ceremony to launch the peak emulation movement. With a sense of responsibility, determination and discipline, the movement not only affirmed the political commitment of Bac Ninh province but also aroused a vibrant emulation atmosphere in the entire political system, creating consensus and response from people, businesses and investors.

Awakening new momentum

Immediately after the Gia Binh International Airport project officially started, on September 2, 2025, the People's Committee of Bac Ninh province issued Plan No. 54, launching the emulation movement "80 peak days and nights of site clearance, 256 days and nights to complete related projects and 468 days and nights to complete the route connecting Gia Binh airport with Hanoi capital, the section passing through Bac Ninh province". The movement started on September 4, 2025 and will be summarized in December 2026, becoming a measure of Bac Ninh's sense of responsibility and determination to act. The consistent goal of the movement is to promote the strength of the entire political system, agencies, units, localities, collectives, individuals, households and people in the project area to compete to successfully carry out tasks, put the airport and connecting route into operation in 2026.

The emulation milestones are specified: Complete site clearance of resettlement areas and corresponding areas before October 15, 2025; complete all clearance of related agricultural land before November 20, 2025; relocate and clear all cemeteries before September 20, 2025, and complete the infrastructure of new cemeteries before October 30, 2025. Complete infrastructure of resettlement areas for people to build houses before January 30, 2026; build schools, medical stations, social infrastructure works, technical infrastructure within 6 months from the date of completion of site clearance.

Gia Binh International Airport project is planned on an area of ​​nearly 2,000 hectares in the communes of Gia Binh, Luong Tai, Nhan Thang, Lam Thao, affecting nearly 70 villages, more than 4,500 households... At the launching ceremony, comrade Nguyen Van Gau, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee emphasized: "Gia Binh International Airport is a national key project, of special importance in terms of transport infrastructure, connecting economic regions, promoting socio-economic development, while ensuring national defense and security of the country and Bac Ninh province. This is an international airport used for both civil and defense purposes".

According to the planning for the 2021-2030 period, Gia Binh International Airport will reach level 4E, with a capacity of about 30 million passengers and 1.6 million tons of cargo per year; the vision to 2050 is about 50 million passengers and 2.5 million tons of cargo per year. Along with the airport, many important infrastructure projects are being implemented synchronously such as: Gia Binh - Hanoi connecting route, provincial road 285B connecting to the airport, project radial route, resettlement areas, relocation works, technical infrastructure and social infrastructure restoration. With the scale and stature of a large project, the Provincial Steering Committee determined that there will be many difficulties and challenges, especially progress pressure. However, the political determination of the Party, the State and Bac Ninh province is to complete the project and put the airport into operation in 2026, in time to serve the APEC Summit in early 2027.

The power of consensus

The area and volume of land clearance for the project are very large. The Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee determined that the project can only be implemented smoothly if it receives the support of religious dignitaries, seniors, veterans, and prestigious people in the community - role models with the power to spread to mobilize people to agree on a common goal.

The Provincial Steering Committee requested the Provincial People's Committee to focus on leadership and direction, considering this a key task in the last months of 2025 and 2026; focus on directing departments, branches, and localities to resolutely and effectively implement assigned tasks. In particular, the assignment of tasks must be "clear about people, work, time, responsibility, products, and authority".

To ensure progress, the Steering Committee requires the Provincial People's Committee to focus on leadership and direction, considering this a key task in the last months of 2025 and 2026; focus on directing departments, branches, and localities to resolutely and effectively implement assigned tasks. In particular, the assignment of tasks must be "clear about people, clear about work, clear about time, clear about responsibilities, clear about products, clear about authority". Inspection and supervision work must be regular; difficulties and obstacles must be resolved right at the construction site. Propaganda, dialogue, and mobilization of people must continue to be widely deployed, especially at the commune and village levels, to create consensus, ensuring 100% of the clean area is handed over to investors on time. Investors and contractors mobilized maximum human resources, machines, and equipment, organized scientific construction, "3 shifts, 4 crews", even on days off, promoted the spirit of "overcoming the sun and rain", ensuring technical, aesthetic, environmental sanitation, and labor safety.

Spread the emulation movement

The emulation movement is not just a slogan but quickly spread from the province to the grassroots, construction sites, and villages. In the fields preparing to hand over the land, people are clearly aware that they are an important "link" in the 80-day "sprint". Mr. Luong Trung Hau, Chairman of Gia Binh Commune People's Committee, said: "Recognizing the responsibility, the Commune Steering Committee has been focusing on directing resolutely, working groups closely coordinate with investors and related units to regularly propagate and mobilize people to count, determine the area and type of land for compensation, site clearance, ensuring regulations and legitimate rights of the people".

Officers of the Provincial Land Fund Development Center and Luong Tai commune verified the land user to complete the site clearance compensation file.

With the spirit of drastic participation of local authorities, consensus has been created among the people. Many families voluntarily handed over large areas of land. Mr. Tran Van Nhat, My Thon village, Gia Binh commune shared: "My family initially had many concerns, but after being explained by the officials, I understood that building an airport would open up great opportunities for jobs and services. Therefore, my family voluntarily handed over 3,420 m² of land, hoping that the project would be completed soon."

Similar to Gia Binh commune, Luong Tai, Nhan Thang, Lam Thao communes also established propaganda teams, directly mobilizing each household to propagate, grasp aspirations; propose solutions to ensure harmony of legitimate rights of the people. Thanks to that, the majority of people agreed, were ready to hand over land and believed that this was a project that would bring long-term benefits. Up to now, localities have liberated more than 130 hectares of agricultural land (including phase 1). Not only the people, investors, businesses and engineers and workers also responded strongly. Investor representatives highly appreciated the province's determination when setting milestones: 80, 256, 468 days, considering this as the basis for businesses to trust and implement the project on schedule.

Mr. Nguyen Viet Hung, Director of the Department of Construction, said: “In response to the peak emulation period, the Department established a 24/7 standing team at the scene led by a deputy director in charge of directly handling problems related to site clearance and resettlement, coordinating with local authorities to implement the items. The Department determined that all work must be public, transparent, and the responsibility of the head must be attached, not allowing any stage to be delayed.”

In fact, the peak emulation period is also a strong message about improving the province's investment environment, aiming to form an ecosystem of aviation services, supporting industries, logistics and satellite cities around the airport. In the context of Bac Ninh striving to become a new growth pole of the Capital region, the launch of the emulation clearly demonstrates the spirit of "dare to think, dare to do, dare to take responsibility" of the province, demonstrating the consensus and solidarity of the whole society. The Provincial People's Committee has also established a clear monitoring, discipline and reward mechanism; ready to commend outstanding collectives, individuals and households in site clearance, resettlement and construction. With a new spirit and new momentum, we believe that Gia Binh International Airport will come into operation as planned.
