Hope to have industrial projects
The province currently has 96 industrial clusters established, mainly concentrated in the plains and midlands of the province. The highland communes of the province belonging to Son Dong and Luc Ngan districts (old) after the merger have only 3 industrial clusters established but have encountered many difficulties in the implementation process, slow progress. Currently, the highland localities only have a few factories and enterprises such as: Son Dong Thermal Power Plant, Son Dong Garment Joint Stock Company, Toan Cau Food Import-Export Joint Stock Company... attracting a small number of workers.

In particular, the Son Dong highland area only has Thanh Son Industrial Cluster (established in March 2023, area of 46 hectares), located in Tay Yen Tu commune (formerly Tay Yen Tu town, Son Dong district). However, due to difficulties such as: Not being consistent with the regional construction planning, land use plan, having to change the investor according to Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial clusters..., it is not qualified to approve the investment policy. Therefore, the consortium of DP INVEST Joint Stock Company and Lam Son Investment Enterprise Joint Stock Company (the old investor) to build the technical infrastructure of Thanh Son Industrial Cluster had to request an extension of the implementation progress. In Luc Ngan district (old), although there are 2 industrial clusters established (My An Industrial Cluster and Phuong Son Industrial Cluster), the implementation of projects is also slow for reasons such as: having to adjust planning, slow progress in approving investment policies, making detailed plans...
Bac Ninh currently has 96 established industrial clusters, with a total area of over 3,670 hectares. The whole province currently has more than 53,900 hectares of fruit trees with some main fruit trees such as: Lychee, longan, orange, grapefruit, custard apple, guava, pineapple, ... total output of about 340 thousand tons/year. Currently, Bac Ninh has formed a wood material area of planted forests with a total area of about 87 thousand hectares, the harvested wood output reaches more than 1 million m3 of wood/year and increases annually. In addition, Bac Ninh also harvests hundreds of thousands of tons of processed vegetables of all kinds/crops; tens of millions of poultry and pigs. However, currently the province's agricultural products are only consumed in raw form, the amount of deeply processed agricultural products is very small so the added value is low. Therefore, Bac Ninh not only has the potential to develop high-tech industrial production, electronics, semiconductors ... the province also has the potential and room to develop the processing industry from local agricultural products.
Comrade Le Duc Thang, Secretary of the Party Committee of Tay Yen Tu commune, shared: “Forest economy is becoming a spearhead not only of Tay Yen Tu but also of the whole Son Dong and Luc Ngan region (old). Therefore, the Party Committee and local authorities always hope to have concentrated industrial zones and clusters to attract deep wood processing projects that meet export standards, then the forest economy will bring sustainable efficiency.”
Awaken your potential
According to the Department of Industry and Trade, in order to remove difficulties and speed up the completion of industrial cluster infrastructure projects in mountainous and highland areas of the province, especially the Thanh Son Industrial Cluster project, on September 18, the leaders of the Department of Industry and Trade worked with representatives of relevant departments and branches and representatives of the Thanh Son Industrial Cluster Technical Infrastructure Investor Consortium. The conference agreed to request this Investor Consortium to establish a new legal entity to replace the Investor Consortium according to new regulations of the State (Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial clusters). After that, the Department of Industry and Trade will coordinate with relevant branches to review and appraise the project according to regulations and submit a document to the Provincial People's Committee for direction to approve the investment policy of Thanh Son Industrial Cluster after this industrial cluster has a new investment legal entity in accordance with regulations.

Talking with Mr. Hoang Van Phong, representative of the Investor Consortium (DP INVEST Joint Stock Company and Lam Son Investment Joint Stock Company), it is known that the unit has completed the procedures to establish a new company to replace the Investor Consortium. Currently, the Investor Consortium has submitted documents to the Department of Finance and is waiting for results. The Investor has prepared enough capital, immediately after the Provincial People's Committee has issued a Decision approving the investment policy, it will immediately carry out the steps to prepare a detailed implementation plan, organize the implementation according to the extended schedule and current regulations. It is expected that Thanh Son Industrial Cluster will start construction in the first quarter of 2026.
Along with removing difficulties for the Thanh Son Industrial Cluster project, in order to create land funds and stimulate industrial development in the province's highland communes, at the end of August, the People's Committee of Luc Ngan commune sent a document to relevant departments and branches of the province, proposing to establish two new industrial clusters, including: Cau Sai 1 Industrial Cluster and Cau Sai 2 Industrial Cluster, with a total area of about 150 hectares. Currently, the Department of Industry and Trade is coordinating with departments and branches to consider and advise the Provincial People's Committee to establish the above two industrial clusters. According to Mr. Vi Van Tu, Chairman of the People's Committee of Luc Ngan commune, if realized, the two new industrial clusters of the commune will create jobs and income for thousands of local workers.
Industrial development in the highlands will be different from that in the lowlands, in which priority will be given to attracting the agricultural and forestry processing industry; research and production of agricultural tools... When these industrial clusters come into operation, they will contribute to increasing the value of the agricultural sector, creating a driving force to promote socio-economic development in the entire Northeast region of the province.
