This afternoon, November 26, the Economic - Budget Committee of the People's Council of Quang Tri province worked with the Department of Planning and Investment to review the contents submitted to the 28th session of the 8th Provincial People's Council. At the meeting, Director of the Department of Planning and Investment Truong Chi Trung presented the contents that the unit was assigned by the Provincial People's Committee to prepare to present at the 28th session of the Provincial People's Council, including: report on the implementation of the Provincial People's Council's resolution on the socio-economic development plan for 2024 and the expected socio-economic development plan for 2025; report on the implementation of the Provincial People's Council's resolution on the capital allocation plan for basic construction investment in 2024 and the capital allocation plan for 2025. According to estimated data, 13/18 socio-economic targets were achieved and exceeded the plan.
Major balances of the economy are maintained stable. The agricultural sector is a bright spot and continues to be a solid pillar of the economy; dynamic programs, projects, cultural, physical training, sports, communication and foreign affairs activities are effectively implemented by the province, national defense and security are maintained. The socio-economic development plan for 2025 sets out specific goals and solutions, in which the growth rate of total product in the area (according to GRDP) is 6.5% - 7% compared to 2024.
GRDP per capita reaches 85-86 million VND. Total social development investment capital is 27,500 billion VND. Regarding the capital allocation plan for basic construction investment in 2024, by November 21, 2024, the total disbursement value is about 1,545 billion VND, reaching 65.7% of the plan assigned at the beginning of the year.
Based on the medium-term public investment plan assigned by the Provincial People's Council, the actual revenue capacity and development investment spending needs of the province, the local budget balance capital plan for 2025 is 1,854.47 billion VND.
At the working session, the Economic - Budget Committee also reviewed a group of local regulations and policies on criteria for deciding on bidding for investment projects using land; and approved the list of land plots for bidding for investment projects using land.
At the same time, clarify the legal basis, authority of the Provincial People's Council, content, and reasons for requesting the Provincial People's Council to approve/adjust the investment policy; extend the capital allocation period; supplement and adjust the medium-term public investment plan for the period 2021 - 2025 for the following contents: approve the investment policy of the Project to renovate and upgrade the traffic road from km 23+410 (prolonged route DT.587) to national border marker 618 (Coc - A Xoc secondary border gate).
Adjusting the medium-term public investment plan for the period 2021 - 2025 with balanced capital from local budgets and central budgets. Submissions on adjusting the medium-term public investment plan for the period 2021 - 2025 with balanced local budgets according to criteria; extending the time for allocating capital for projects using budget capital managed by the district level; adjusting the 2024 plan and the 2023 plan to extend the implementation and disbursement time to 2024 with balanced capital from local budgets.
Head of the Economic - Budget Committee Nguyen Dang Anh requested the Department of Planning and Investment to clearly assess the capital source so that the committee has a basis to examine investment policies and adjust investment policies. At the same time, he also accepted the comments at the meeting to complete the reports and submissions before submitting them to the 28th session of the Provincial People's Council.
