Storm Bualoi moves fast, requiring no surprise or passivity

The Ministry of Construction has just issued Official Dispatch No. 66 requesting its affiliated units to urgently deploy response plans for storm No. 10 (international name Bualoi), ensuring safety for people, vehicles and traffic infrastructure.

According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 has entered the East Sea with winds near the center of the storm at level 11, gusting to level 14, moving very fast at about 35km/h - twice the speed of normal storms. The storm is strong, has a wide range of influence, and is at risk of causing heavy rain of 200-400mm, in some places over 600mm, accompanied by gusts of wind, floods, landslides and coastal flooding.

The Ministry of Construction requested the Vietnam Road Administration, Road Management Areas and localities to coordinate in reviewing, creating contingency scenarios, placing signs, barricades, and road closures in dangerous locations; arranging machinery and spare materials to handle landslides and flooding, ensuring smooth traffic on key national highways.

Regarding railways, the Railway Department and Vietnam Railway Corporation are required to increase patrols and guard posts at key locations, promptly stop trains, delay trains or transfer passengers when floods cause incidents.

The Ministry emphasized the spirit of "being proactive early and from afar", determined not to be passive or surprised, in order to protect the safety of lives and minimize damage to property of the people and the State.

To cope with storm No. 10, the Ministry of Construction requested the Vietnam Maritime Administration to direct port authorities to strictly control the number of anchored vessels, guide vessels to safe shelters, and resolutely not let vessels sail in dangerous areas. The Vietnam Maritime Search and Rescue Coordination Center must arrange vehicles on standby in key areas, ready to rescue in case of an incident.

The Civil Aviation Authority of Vietnam and airlines are required to closely monitor the weather, adjust flight schedules, and increase inspections of airports, terminals, and flight operations systems to ensure absolute safety.

For construction projects, the Department of Economics - Construction Investment Management directs project management boards, investors, and contractors to prepare incident response plans and ensure traffic on routes that are both under construction and in operation.

Local Construction Departments must review areas at risk of landslides and subsidence, proactively divert traffic, and arrange machinery and vehicles to support people through flooded areas. Urban drainage systems need to be inspected and have plans to prevent flooding; tree management units must prune fragile trees and be ready to clear them to ensure smooth traffic.

The Ministry of Construction requires relevant agencies and units to be on duty 24/7 and regularly report to the Ministry's Civil Defense Command for timely direction and to avoid being passive or surprised.
