According to the reporter's records, on Dong Da Street (from the 6-way intersection to Nguyen Hue - Hai Ba Trung intersection), dozens of trees were cut and trimmed, leaving almost all their branches and leaves, leaving bare trunks. Urban trees planted on this street are mainly tamarind trees, which have been cut and trimmed quite a lot, almost losing their shading effect. In particular, at some points such as the back gate of the University of Science or the section passing through the Department of Agriculture and Environment, the trees were almost completely cut off, leaving many passersby surprised.
Mr. LVM, owner of a coffee shop on Dong Da Street, said that cutting and trimming trees and reducing their height to ensure safety during the stormy season is necessary and is supported by the people. However, there are two issues that people still wonder about. First, cutting and trimming the branches and leaves almost completely like that will ensure the growth of the tree in the future as well as no longer providing shade for the street. Second, the time to cut the trees was last August, not the peak time of storms in Hue , is cutting like that appropriate or not? "Personally, I think that when cutting and trimming trees, the management agency needs to carefully consult with the meteorological and disaster response agency to choose the appropriate time to cut and trim and ensure the growth of the trees in the future," Mr. M stated his opinion.

According to the reporter's investigation, not only Dong Da street, but also some streets such as Hanoi , Hoang Dieu, Nguyen Hue... the management unit has cut, trimmed, and edged quite a lot of branches to ensure safety during storm No. 5. Notably, on Hanoi street (mainly horse music trees), not only was the cutting and trimming "strongly", the height of the trees here was also significantly lowered.
Carry out the correct process and plan
According to the Hue Green Park Center, this unit is currently managing about 67,000 trees with more than 60 different species throughout the city. Every year, the Center conducts a survey of the entire city's green tree system to make statistics and plan tree species, how many to cut and replant, which streets, which trees to cut and replant, how many trees to cut and lower in height, then the Center will submit the plan to the competent authority, the Department of Construction, for approval and implementation from the beginning of the year.
On average, this unit trims and lowers the height of 4,000 - 4,500 trees each year, mainly type 2 and type 3 trees. The Hue Green Park Center also carries out tree trimming and cutting quite early and is always proactive in terms of time. Accordingly, before the rainy season, the center mobilizes human resources and means to trim and lower the height of trees to create ventilation and lightness for the trees, ensure safety and avoid falling when there are natural disasters, and at the same time combine with tree care and protection.
Explaining the "strong" cutting, trimming, and lowering of urban trees on some central streets of the city, Mr. Dang Ngoc Quy, Deputy Director of the Hue City Green Tree Park Center, informed that depending on each street and tree type, the cutting and trimming will be carried out appropriately and according to the process, ensuring the safety of people's lives and property, and state works during the rainy and stormy season. The storms of recent years have shown that some species such as the soapberry, red phoenix, yellow phoenix, tamarind, etc. have to be cut heavily and the tree height lowered to limit damage when there are natural disasters due to the characteristics of these types of trees having weak root systems and being easily broken.
On the other hand, many types of trees have weak roots due to the impact of the construction process of urban infrastructure development projects. For example, on Hanoi Street, the horse-footed tree is cut and trimmed "forcefully" because of the tree's tall height. During the construction process, the Hanoi sidewalk design was lowered, so the tree's height had to be lowered (to about 9 - 10m) to ensure safety as well as urban aesthetics. Particularly for Dong Da Street, the center trimmed the tree's edges according to the process, limiting breakage during storms. At the same time, with the growth characteristics and fast leaf growth, the tamarind tree will quickly have shade again.
“The cutting and lowering of urban trees before storms and rains are based on the announcement of the Hue City People's Committee on natural disaster warnings as well as consulting and updating forecast information from the hydrometeorological agency and the City's Steering Committee for Disaster Prevention and Control. Therefore, depending on each street and tree type, the cutting and trimming will be carried out appropriately, ensuring the process and plan,” Mr. Quy affirmed.
Also according to Mr. Dang Ngoc Quy, in recent times, Hue Green Park Center has actively supplemented and improved the green tree system on the central roads, parks, and green spots in the city to ensure urban planning. In particular, the green tree planning work complies with Decree No. 64/2010/ND-CP, dated June 11, 2010 of the Government (Decree 64) on urban green tree management with nearly 200 roads that have been and are being implemented according to the criteria of "a 2km long road planted with no more than 2 types of trees" in accordance with the requirements and objectives of urban planning and development.
However, currently, some newly upgraded and newly constructed streets have a situation where many tree species are chosen by investors and construction units to be planted on the streets that do not comply with this regulation. Therefore, for urban green tree projects and works, the center recommends that there should be consultation and participation from the green tree management agency to comply with the regulations in Decree 64 of the Government as well as to ensure uniformity and aesthetics in urban green tree planning.
