31 thousand hectares of summer-autumn rice and more than 3 thousand hectares of vegetables in Ninh Binh province are at risk of being affected by storm No. 3, which is forecasted to be a hurricane. If not protected, the year's production plan target will not be met.

According to the Department of Agriculture and Rural Development, the province currently has over 31,000 hectares of rice. Due to the impact of heavy rains at the beginning of the season, some rice areas had to be replanted, and the rice was divided into many fields. The season was late, so up to now, only 3,600 hectares of rice have ripened (accounting for 11.8% of the total cultivated area), the harvested rice area is very small, about 115 hectares, concentrated in Nho Quan district.

Along with rice, the province also has nearly 3,260 hectares of various vegetables, mainly corn, peanuts, sweet potatoes, soybeans, and beans. Regarding aquaculture, the total farming area is over 14,000 hectares, of which freshwater aquaculture is 11,000 hectares and brackish water aquaculture is 3,366 hectares.

Experts say: Most of the rice fields in the province will be in bloom from September 10-15, 2024, falling right in the stormy season, so they are vulnerable to damage. In addition, other vegetables, aquaculture and fruit trees will also be significantly affected if the storms continue.

Comrade Le Thi Linh, Deputy Head of the Department of Agriculture and Rural Development of Yen Mo district, said: Most of the rice area in the district is at the stage of cracking and flowering. If it rains heavily, the water cannot drain quickly, and the rice is submerged in water for a long time, it is very easy for the rice to be waterlogged, seriously affecting the yield at the end of the crop. In addition, the district currently has about 600 hectares of rice in the stage of green maturity, ready for harvest, with a high risk of falling if there is strong wind; 100 hectares of newly planted peanuts and corn need to be protected.

Faced with the complicated developments of storm No. 3, the Department has advised the District People's Committee to issue a telegram on focusing on response. In particular, urgently deploy plans to prevent flooding, drain buffer water, and ensure safety for Summer-Autumn rice and aquatic products. For the rice area that is about to be harvested and if it falls down, after the storm, people will be immediately mobilized to the fields to build and tie to avoid flooding. In addition, check the area of ​​net houses and greenhouses using high technology, and direct them to be firmly reinforced to cope with strong winds.

For the coastal district of Kim Son, because most of the new rice is in the tillering stage, storms are not too worrying. However, this locality has thousands of hectares of brackish and salty aquaculture that are at great risk of being affected by storms. In fact, prolonged heavy rains will change the hydrological, physical and chemical factors of the farming environment in a negative direction, making aquatic products less resistant and more sensitive to pathogens present in the water.

Mr. Dinh Van Giang, hamlet 4, Kim Trung commune (Kim Son) shared: To cope with storms and ensure safety for my family's 1 hectare shrimp farm, I have reinforced the roof system, checked the overflow drain and prepared a clean water source to replace the pond water when necessary. At the same time, I sprinkled lime around the pond bank to prevent rainwater from washing away alum and changing the pH of the pond.

It is known that in response to the storm, the Provincial Irrigation Works Exploitation Company Limited is operating 27 drainage pumps/8 pumping stations, 44 sluices under the dike, 12 reservoir sluices to drain buffer water, protect production as well as the safety of the dam.

The Department of Agriculture and Rural Development also requested districts and cities to urgently direct drainage on the main river system and intra-field canals; to isolate areas at risk of heavy rain and flooding to have quick handling plans. Review the area of ​​​​summer rice and other crops to assess the ability to withstand flooding and direct drainage to cope with heavy rain.

For the early-season rice area that has emerged, check and evaluate the harvest potential, encourage people to harvest quickly to limit damage. Direct the review and regulation of water in the fields to facilitate rice panicle formation, flowering and storm response. Develop plans to overcome and restore production after the storm.

At the same time, it is recommended that the vegetable and color areas that are ready for harvest should be quickly harvested; ditches and drainage ditches in the fields should be dredged. After the water recedes, it is necessary to clean the fields, spray foliar fertilizers, trace elements, etc. for plants to recover quickly; when the soil is dry, it is necessary to hoe and harrow promptly to create airiness for the soil to avoid root suffocation and combine with additional phosphate and NPK fertilizers, etc.; prepare enough quantity and types of vegetable seeds to be ready to replant in case heavy rains cause a shortage of vegetable supply. After the storm ends, review and adjust the 2024 Winter crop production plan and report to the Department before September 15, 2024.

For the aquaculture sector, carry out inspections and reinforcement of pond banks and culverts, check the quality of pond water, and prepare timely treatment plans to minimize damage caused by heavy rains. At the same time, maintain the production support machinery system: water fans, aerators, pumps, generators, etc. Clear the pond banks to limit branches and leaves from falling into the pond, polluting the pond during storms and floods, and prevent strong winds from causing trees to fall and break the pond banks.

In the livestock sector, it is necessary to reinforce barns to prevent storms and floods. In areas at risk of landslides, floods, and prolonged flooding, it is necessary to prepare plans to move livestock to safe places on high ground, build carefully covered barns, stock up on food and keep it dry, free from mold, and provide enough clean water for livestock to drink.

After the storm, review and adjust the 2024 winter crop production plan , prepare enough quantity and types of vegetable seeds to be ready to replant in case heavy rain causes a shortage of vegetable supply. Strengthen the work of predicting and forecasting the occurrence of harmful organisms, especially the outbreak of pests and diseases on rice such as brown planthoppers, white-backed planthoppers, stem borers, leaf rollers, leaf blight, bacterial streak spots, etc. After the storm, take timely and effective preventive measures to minimize the impact of pests and diseases.
