Nghe An Department of Education and Training has announced a list of 836 teachers on secondment from the 2025-2026 school year, specifically 142 preschool teachers, 290 primary school teachers and 404 secondary school teachers.

The secondment is carried out according to the principle: junior high school teachers are arranged to teach primary school, including teachers with expertise in literature, math, physical education, English, music, fine arts, information technology, history, geography and a number of other subjects that can be arranged to teach primary school.

For preschool teachers, teachers with appropriate training levels for junior high school positions are assigned to teach junior high school. For primary school teachers, they are assigned to teach junior high school subjects such as music, fine arts, English, computer science and physical education.

According to the decision of the Department of Education and Training of Nghe An, the secondment of teachers and staff for a period of no more than 36 months is to ensure the quantity, ratio, structure between departments, balance between schools and carry out the tasks of the industry.

During the secondment period, if the sending unit has a need (due to increasing classes, reducing staff, etc.) or there is a new recruitment to replace the seconding unit, the seconded person will be assigned to work at the sending unit before the deadline.

The secondment is carried out to resolve the problem of teacher ratio and structure between units (some units have too many teachers, on the contrary, many units do not have enough teachers to teach).

Nghe An Department of Education and Training requested educational institutions, teachers and staff to share common difficulties in the industry to complete the tasks of the 2025-2026 school year and not waste available human resources in the whole province.

During the secondment, the salaries and allowances (if any) of the officers are paid by the sending unit according to regulations. After completing the task, the teachers will be assigned to work at their old unit or a new, more favorable unit, if they have the desire and suitable job position.

According to the report of the monitoring delegation of the People's Council of Nghe An province, to meet the required teacher/class ratio, the whole province is lacking more than 4,000 teachers at preschool and general education levels.

Specifically, preschools lack 1,579 teachers, primary schools lack 1,198 teachers, middle schools lack 942 teachers and high schools lack 463 teachers.

The lack of teachers for gifted subjects (music, fine arts, information technology, foreign languages), new subjects of the 2018 General Education Program (natural sciences, history and geography, experiential activities - career guidance) causes difficulties in implementing the program, teaching plans, ensuring education quality, creating work pressure for the team of teachers, managers and difficulties in ensuring the criteria for building national standard schools.
