Ministry of Transport consults localities on expanding Cam Lo - La Son expressway

The project to expand the North-South expressway in the East, Cam Lo - La Son section with a total investment of 7,000 billion VND is being accelerated to prepare for investment to start construction in 2024.

The Ministry of Transport has just sent an official dispatch to the People's Committees of Quang Tri and Thua Thien Hue provinces to seek opinions on the Pre-Feasibility Study Report of the Investment Project to build and expand the North-South Expressway in the East, Cam Lo - La Son section.

Accordingly, to ensure the order, procedures and legal basis for submitting to competent authorities for approval of the project investment policy, the Ministry of Transport requested the People's Committees of the two provinces to study and give opinions on the content of the project's Pre-Feasibility Study Report.

The contents for which the Ministry of Transport requested opinions include: conformity with the local socio -economic development strategy and plan and related planning according to the provisions of law decided and approved by competent authorities; socio-economic efficiency, national defense, security and sustainable development of the locality; investment necessity and conformity with the expected objectives, location, scope, scale and other relevant contents.

Due to the urgent progress of the Project, the Ministry of Transport requested the People's Committees of the two provinces to send their comments to the Ministry of Transport before May 6, 2024. The Ministry of Transport requested the Ho Chi Minh Road Project Management Board to send a complete dossier and coordinate with relevant local units during the implementation process; at the same time, receive comments, explain and send them to the Ministry of Transport to deploy the next steps.

Previously, the Ho Chi Minh Road Project Management Board submitted a document to the Ministry of Transport requesting appraisal of the Pre-Feasibility Study Report for the Investment Project to build and expand the North-South Expressway in the East, Cam Lo - La Son section.

The project has a research scope with the starting point - Km0 (Cam Lo), coinciding with Km10+380, National Highway 9, in Cam Hieu commune, Cam Lo district, Quang Tri province; the end point - Km102+200 (La Son), coinciding with the starting point of La Son - Hoa Lien Expressway Project, in Loc Son commune, Phu Loc district, Thua Thien Hue province. The length of the route under the Project is about 98.35 km (of which the length of the route through Quang Tri province is about 36.3 km, Thua Thien Hue is about 62.05 km).

It is known that the Cam Lo - La Son expressway in the phased phase will be put into operation from 2023. In particular, for the sections with a scale of 2 lanes, the roadbed width is 12 m, the road surface width is 11 m; the excavated sections have a scale of 2 lanes with a roadbed width of 23.25 m, the road surface width is 11 m. The overtaking sections have a scale of 4 lanes, the roadbed width is 23.25 m, the road surface width is 21.25 m. Particularly, the Tuan bridge route has a scale of 4 lanes, the roadbed width is 23 m, the road surface width is 21.5 m.

The route also has 38 bridges, of which 4 bridges have been completed with a complete 4-lane scale, and 34 bridges with a 2-lane scale.

Based on the current status of the route, the Ho Chi Minh Road Project Management Board proposed to maintain the technical standards and current route centerline that have been researched and built in the Cam Lo - La Son section investment and construction project under the North - South Eastern Expressway Construction Project in the period of 2017 - 2020, to invest in expanding the roadbed and works on the route, intersections according to the scale of a complete 4-lane expressway with a roadbed width of 22 m, a road surface width of 20.5 m; to invest in expanding 34 bridges on the expressway to ensure the scale of a complete 4-lane expressway.

Because the Cam Lo - La Son expressway has basically completed the site clearance work according to the scale of a complete 4-lane expressway. Therefore, in this phase, the Project only carries out additional site clearance for proposed investment intersections, management and operation centers, connecting roads, turning points at weighing stations and the system of residential service roads, and connecting return roads for residential areas.

With the above investment scale, the North-South Expressway expansion project in the East, Cam Lo - La Son section will have a total investment of about 7,000 billion VND, of which construction and equipment costs alone are 5,437 billion VND. The project implementation period is from 2024 to 2025. The Ho Chi Minh Road Project Management Board plans to invest in the project from the state budget, with the preliminary capital disbursement demand in 2024 being 1,700 billion VND, in 2025 being 5,000 billion VND, and in 2026 being 300 billion VND.
