Minister of Education requests to ensure safety for students, ready for online learning

TPO - On September 22, Minister of Education and Training Nguyen Kim Son sent a telegram to the Directors of the Department of Education and Training requesting a response plan for storm Ragasa (storm No. 9) to ensure the safety of students and to prepare for online learning and postponement of school schedules during stormy days.

The dispatch cited the content, according to the National Center for Hydro-Meteorological Forecasting, as of 1:00 p.m. on September 21, the center of Storm Ragasa was about 430km east of Luzon Island (Philippines).

The strongest wind near the storm center is level 14-15 (150 - 183km/h), gusting over level 17. Storm No. 9 is forecast to move in the West Northwest direction, traveling about 15 - 20km per hour. In the next 24 hours, it will continue to move in the West Northwest direction and is likely to strengthen. By 1:00 p.m. on September 22, it will be about 120km north of Luzon Island (Philippines) with the intensity increasing to super typhoon level, level 16-17, gusting over level 17.

This is an extremely strong storm with complex developments and the potential to directly impact most provinces and cities across the country. Heavy rains caused by the storm pose a very high risk of flash floods, landslides and widespread flooding, especially in areas with steep terrain and weak soil.

To proactively respond, minimize damage and ensure safety for people and property in the education sector, Minister of Education and Training Nguyen Kim Son requested Directors of Departments of Education and Training of provinces and cities from Lam Dong and above to strictly implement the contents.

Firstly, closely monitor the development of storms and rains, maintain regular contact with authorities and local rescue forces to promptly respond in case of incidents.

Second, develop plans to ensure safety for students, teachers and education managers; prepare online learning plans and postpone school schedules during complicated stormy days.

Third, review, inspect and strengthen school facilities, especially at remote schools in remote areas, where there is a high risk of landslides or flooding. Move assets, machinery, equipment, tables, chairs, and records to a safe place to minimize damage, loss, and loss.

Fourth, be ready to receive people to take shelter from storms in schools when safety is assured. Quickly repair damage, clean up and sanitize schools/classrooms immediately after storms to ensure safety, cleanliness and disease prevention for students to study.

The Ministry of Education and Training also requested the local education sector to continuously update the damage situation and send it to the People's Committees of provinces and cities to have a solution and report to the Ministry.

Regarding storm Ragasa, according to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. this morning (September 22), the center of super storm Ragasa was only about 160km northeast of Luzon Island of the Philippines. The strongest wind near the center of the storm was level 17 (202-221km/h), gusting above level 17. Thus, storm Ragasa was stronger than storm Yagi . At its strongest, Yagi had a strength of level 16-17, gusting above level 17.

The forecast scenario as of today, the storm is likely to move slightly further south, reducing the possibility of the storm's friction with the southern mainland of China. Therefore, when entering the Gulf of Tonkin on September 24, the storm can still be strong at level 13-14, gusting to level 17. This is the same level of storm Yagi when it makes landfall in our country in September 2024.
