GRDP breakthrough, Hai Phong affirms new position

During the past term, in the face of unpredictable fluctuations of the pandemic and the global economy, Hai Phong and Hai Duong still maintained high growth rates, firmly in the leading group of the country.

Drastic innovation, breakthrough growth

In the 2020-2025 term, Hai Phong and Hai Duong not only maintained a high growth rate in the context of general difficulties, but more importantly, demonstrated clear innovation in leadership and management thinking.

The Party Committees of the two localities are steadfast in their set goals, while flexibly seeking new directions such as: Administrative reform, attracting high-quality investment, unleashing resources from industrial parks, economic zones... Thanks to that, by the end of 2024, Hai Phong will mark 10 consecutive years of double-digit growth in Gross Regional Domestic Product (GRDP), with an estimated average increase of 11.39% per year in the 2021-2025 period; Hai Duong's GRDP in the 2021-2025 period will increase by an average of 9.8% per year, among the highest in the country.

Central and city leaders performed the inauguration ceremony of the May Chai Bridge construction project and the approach roads at both ends of the bridge.

Not only has the growth been in quantity, the development model of Hai Phong and Hai Duong has also had a clear shift in quality. Total factor productivity (TFP) – a measure reflecting the effectiveness of innovation and creativity – has contributed up to 48% to the GRDP growth of Hai Phong and 53.2% in Hai Duong.

The breakthrough of the industrial park and cluster system with 6 new parks and 11 new clusters in Hai Phong; 6 new parks and 24 new clusters in Hai Duong has expanded the modern production space, attracting an unprecedented large FDI capital flow of 20.2 billion USD to Hai Phong, 3.85 billion USD to Hai Duong. The FDI sector in industrial parks and economic zones contributes to more than 43.7% of the city's GRDP. This reflects the attraction, dynamism and innovation of the two localities in the context of increasingly fierce global competition.

The growth momentum in the last term also created clear changes in many areas. Hai Phong's total budget revenue in the 2021-2025 period reached more than VND 543,600 billion, an average increase of 7.06%/year; Hai Duong reached VND 125,994 billion, an average increase of 13.3%/year. This is an important financial resource for the two localities to invest in urban development, transport infrastructure, and ensure social security policies.

By the end of 2024, Hai Phong had no more poor households; Hai Duong had sharply reduced the rate of poor households, setting a target that by 2028 the entire merged city would have no more poor households. From these results, it can be seen that economic development not only creates material wealth, but also directly improves the quality of life of the people, which is a clear demonstration of the goal of growth for the people that the Party Committees of the two localities have always been consistent with.

Strategic breakthroughs create new growth drivers

The merger between Hai Phong and Hai Duong not only expands the administrative boundaries, but also resonates the economic and social strength, bringing the Port City to the third position in the country in terms of economic scale, with a population of more than 4.6 million people.

The system of 24 industrial parks and 71 industrial clusters after the merger will become a large development space, creating huge room for high-tech industry, seaport services, logistics and tourism.

The draft Political Report submitted to the 1st City Party Congress, term 2025-2030, set ambitious goals: GRDP growth in the 2026 - 2030 period will reach an average of 13%/year or more; GRDP per capita in 2030 (current price) will reach 11,247 USD/person; TFP contribution to GRDP by 2030 will reach 60%; digital economy contribution to GRDP by 2030 will reach over 35%; industrial production index (IIP) will increase by an average of 15.5 - 16.5%/year...

From there, Hai Phong will develop into a modern, smart, ecological and livable seaport city, leading the country in industrialization, modernization, digital transformation, green transformation and innovation, becoming a national maritime economic center, a logistics center, and a leading seaport service center in Southeast Asia. Becoming a regional center for education - training, research - application of science and technology, clean energy and sea tourism; the material and spiritual life of the people will be constantly improved, approaching typical cities in the region...

The important fulcrum to realize the development aspirations of Hai Phong after the merger is the special mechanism and policies that the Central Government has given to the city. In particular, Resolution 226/2025/QH15 of the National Assembly is considered a turning point decision, allowing Hai Phong to pilot the new generation Free Trade Zone - a completely new model in Vietnam.

Along with that breakthrough legal corridor, the draft political report also identifies four strategic breakthroughs to transform potential into reality. That is, promoting comprehensive digital transformation, associated with innovation in state management, production, business and services, to improve labor productivity and competitiveness. Effectively implementing specific mechanisms and policies issued by the Central Government, creating an open and attractive investment and business environment, thereby attracting strategic investors. Strongly developing sea tourism, culture, heritage, maximizing the advantages of natural resources, landscapes, cultural and historical values, making Hai Phong an international destination. Building and developing high-quality human resources, meeting the requirements of high-tech industry, digital economy and international integration.

These are decisive orientations, ensuring that Hai Phong not only maintains a high growth rate, but also reaches sustainable, modern development, on par with the region.

Entering a new phase, with a historic milestone of unification along with a special mechanism and 4 identified strategic breakthroughs, Hai Phong is facing a historic opportunity to make an even stronger breakthrough.

The results achieved are the foundation and basis for believing that the city will realize its aspiration to become a modern, smart, ecological and livable seaport city, reaching the regional level, contributing increasingly to the overall development of the country.

Outstanding achievements in GRDP growth in the 2020-2025 period not only reflect strong economic resilience, but also demonstrate innovation in leadership thinking, steadfastness in action and consensus of the entire political system, business community and people.
