In recent years, Quang Ninh has continued to surpass other provinces and cities nationwide to maintain its leading position in the Satisfaction Index of Administrative Services (SIPAS), the Public Administration Reform Index (PAR Index) and many other indexes. This is one of the results of utmost importance, continuing to affirm the trust and increasing satisfaction of the people, the business community, and investors, reflecting the effectiveness of state management and administration and public service provision of provincial authorities at all levels.

Quang Ninh always identifies the task of administrative reform as the responsibility of the entire political system, as a central, regular, continuous task and as the main responsibility of the heads of agencies, units and localities. The public authorities of the province all identify the subjects of the benefits of administrative reform above all, first and foremost the people and businesses. Therefore, the consistent and continuous guiding ideology is to always take the satisfaction of the people and organizations as a measure of the effectiveness of administrative reform work, with the motto that administrative reform is regular, persistent, drastic, focused and key.
From that perspective, over the past decade, Quang Ninh has persistently promoted administrative reform, improved the investment and business environment, and enhanced competitiveness with many strong policies. Notably, Quang Ninh is the first province to include the goal: "Annually maintaining the top position in the PCI, PAR Index, SIPAS, PAPI" in the Resolution of the Provincial Party Congress for the 2020-2025 term, concretized by thematic resolution No. 05 in 2021; The Provincial People's Council issued 3 resolutions on mechanisms and policies to support businesses and promote administrative reform; The Provincial People's Committee issued over 30 decisions, plans, action programs and over 570 notices and directive documents.
At the same time, the province has also boldly piloted new governance models suitable to local realities to serve the people and businesses; promoted the construction of e-government, applied information technology, and gradually carried out comprehensive digital transformation; expanded connections and information exchange, and increased regular interactions between governments at all levels with people and businesses.
According to Mr. Le Van Sang, Chairman of the Investment and Startup Club of Ha Long City, in recent years, the business community has benefited greatly from the province's reforms, thereby creating motivation for businesses to develop. The business community has received support and companionship in resolving administrative procedures, support in improving business governance capacity; access to legal consulting services... Recently, the establishment of the Center for Innovation and Startup and support for digital transformation has great significance for the business community in general and startups in particular. This is one of the places for businesses, especially young startups, to have adequate infrastructure and facilities to participate in innovation and develop their ideas. From there, it contributes to the implementation of the province's goals in implementing the Central's orientations on private economic development.

In particular, identifying human resources as the key factor determining the success of administrative reform, Quang Ninh always focuses on improving the quality of the staff handling administrative procedures working at the Public Administration Service Centers and the modern reception and result delivery units at the commune and ward levels in the whole province. Departments, branches, sectors and localities all assign staff to handle administrative procedures, who are basically young, dynamic, enthusiastic about their work, have capacity, professional qualifications, work experience and good moral qualities and communication skills to explain to citizens the process of handling administrative procedures. Along with that, the province has stepped up the work of inspection and examination of public services, especially sending delegations to strengthen surprise inspections at Public Administration Centers at all levels and the modern reception and result delivery units at the commune and ward levels. In 3 years (2021-2023), over 16,100 civil servants were sent to attend training courses, with a total budget of 31 billion VND to strengthen training, fostering, and improve professional qualifications, especially administrative skills, public ethics, professionalism, responsibility, dynamism, honesty, discipline, exemplary, dedicated service to the people and society in handling work. According to the survey results for the first 9 months of 2024, at public administrative centers, up to 99.6% of the evaluation votes from people and businesses acknowledged the time to handle administrative procedures; fast, polite and friendly style and good service quality.
To promote the provision of information and online public services of state agencies in the network environment, departments, branches and localities regularly review relevant documents to update, supplement and adjust administrative procedures to provide full-process online public services and partial online public services. Up to now, the whole province has synchronized 1,263 online public services (including: 568 partial online public services, 695 full-process online public services) to the National Public Service Portal, reaching 77.4%. Of which, a number of departments, branches and branches have put 100% of administrative procedures into implementation at the Provincial Public Administration Service Center, including: Economic Zone Management Board, Department of Industry and Trade, Department of Tourism, Department of Planning and Investment, Department of Science and Technology, Department of Foreign Affairs, Department of Natural Resources and Environment, Department of Information and Communications, Department of Culture and Sports, Department of Construction. Currently, the rate of processing all work records at all 3 levels of Quang Ninh province is over 90%, of which: Commune level is over 85%, district level is over 90%, provincial level is over 95%. The province also maintains good connection and communication of the e-Government System with the shared database of central ministries and branches...
With strong and breakthrough changes in administrative reform, over the past years, Quang Ninh has continuously achieved remarkable results in the PAR Index, SIPAS, PCI, PGI indexes. In particular, in 2023, the province continued to lead the country, leading the PCI Index for the 7th consecutive year, the 6th year leading the PAR Index, the 5th consecutive year leading the SIPAS Index, 11 consecutive years in the group of 5 provinces and centrally run cities with the best economic management quality in the country. The indexes are very scientific scales, reflecting the objective voices of the people and the business community on the quality of administrative reform, improving the investment and business environment of the political system in the province, state management agencies, and the team of civil servants and public employees in the whole province. This is also demonstrated by the socio-economic development results of the province with a GRDP growth rate of over 2 digits for 9 consecutive years; GRDP per capita in 2023 will reach over 9,500 USD, the highest in the Northern region, ranking second in the country; total state budget revenue, especially domestic revenue, is always among the top in the country... The achievements on the reform journey have built the brand of Quang Ninh "A safe, convenient, transparent, attractive and successful investment destination".
