As a place that directly serves people and businesses, many public administrative service centers at the commune level in Ho Chi Minh City are in a state of being cramped, overloaded, and having degraded equipment. This situation poses an urgent need for investment in synchronous, modern infrastructure and expansion of service space.

Narrow area, overloaded

At nearly 9am on the first day of the week, Ms. Nguyen Thi Ha went to the Ben Thanh Ward Public Administration Service Center (HCMC) to submit her application. During rush hour, the ward's Public Administration Service Center was very crowded, Ms. Ha temporarily stood outside the entrance to wait her turn, sometimes she had to stand against the wall to make way for people to pass by.

The one-stop-shop space of the Ben Thanh Ward Public Administration Service Center is just over 45 square meters , arranged with a long table for 7 civil servants to receive and return the results of people's files. The remaining area is arranged with some chairs for people to sit and wait. Inside there is an internal room, about 13 square meters wide, where 7 civil servants work.

Mr. Mac Hong Linh, Deputy Director of the Ben Thanh Ward Public Administration Service Center, said that the entire headquarters of the Party Committee - People's Committee of Ben Thanh Ward was previously designed for 30-40 people to work, but is now used as the headquarters of the People's Council, People's Committee and the Ben Thanh Ward Public Administration Service Center with more than 80 people working, so it is very cramped. The area for all 17 officials and civil servants of the center to work and receive citizens is only about 70 square meters . Meanwhile, every day, the center receives about 150 people coming to do administrative procedures, leading to a situation where there is not enough space for people to wait.

Similarly, the Phu Thuan Ward Public Administration Service Center (HCMC) is located on the ground floor of the Party Committee - People's Council - People's Committee headquarters. The total area of ​​the center is about 70m2 , arranged with a counter to receive and return administrative procedure results to people; a guidance area; a post office area to receive requests to send documents by post; waiting chairs... During rush hours, many people often have to stand outside to wait for their number because there are no seats. Standing outside the lobby, occasionally looking inside to see if his number is coming, Mr. Tran Minh An (residing in Phu Thuan Ward) complained: "The center is right on the street but the space is narrow, there is no parking space, we have to park our cars at the nearby military command office".

The one-stop shop of the An Phu Dong Ward Public Administration Service Center is located in the ward People's Committee area, receiving hundreds of people coming to do procedures with about 300-500 files every day. Many people commented that the area and space of the one-stop shop of the center is quite narrow, not enough to arrange additional areas for providing information and administrative procedures; information lookup; areas to support the implementation of online public services...

Promoting administrative reform solutions

Mr. Nguyen Ngoc An, Deputy Director of the An Phu Dong Ward Public Administration Service Center, said that initially, the one-stop department only had 5 transaction counters, but the Ward People's Committee installed 4 additional counters. At the same time, the Ward People's Committee temporarily renovated the adjacent area of ​​the Ward People's Committee to arrange 8 more counters for vertical agencies and organizations, along with utility service providers, post offices, and reserve counters for receiving and handling administrative procedures regardless of administrative boundaries. The center also arranged stone tables and chairs in the Ward People's Committee premises for people to use when contacting. To promptly overcome infrastructure difficulties, the Ward People's Committee sent a dispatch to the Department of Finance proposing the need to purchase and repair equipment.

In addition, the ward proactively coordinated the implementation of integrated solutions for online payment and non-cash payment on the administrative procedure settlement information system of Ho Chi Minh City to facilitate citizens when paying for public services. At the same time, applying citizen identification barcode scanning technology to store digital citizen records. Supporting and guiding people to submit online applications at the center and neighborhood through the youth force and members of the community digital technology team.

According to Mr. Nguyen Tuan Khai, Vice Chairman of the People's Committee and Director of the Phu Thuan Ward Public Administration Service Center, there are times when the center's space does not have enough space for people to sit. In addition to the ward's public administration service center, the physical facilities of the public service reception point at the ward police station are also not guaranteed in terms of usable area and equipment.

Faced with this situation, the People's Committee of Phu Thuan Ward proposed that the People's Committee of Ho Chi Minh City soon consider and give opinions on investing in the construction of the ward People's Committee headquarters to ensure working space; including ensuring the area for arranging the ward's public administrative service center. At the same time, Phu Thuan Ward proposed to repair and arrange the ward police's reception point to ensure space and facilities to serve the people. While waiting for the new headquarters, the People's Committee of Phu Thuan Ward will promote administrative reform solutions and propaganda for people to carry out procedures online and receive results electronically or by post...

One difficulty that many wards and communes are facing is that the facilities and equipment (such as computers, scanners, network infrastructure) are old, only suitable for temporary use in a short period of time, and do not meet the requirements of stability and modernity. Faced with this situation, at the meetings of the Ho Chi Minh City People's Committee with departments, branches, and localities, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested to continue to improve and stabilize the 2-level local government apparatus.

In particular, it is necessary to focus on fundamental and systematic investment in the city and commune-level public administrative service centers, especially the 38 local groups that receive administrative procedures regardless of administrative boundaries. He requested to fundamentally and systematically invest in infrastructure, from software, terminals, transmission lines to network equipment... to better serve people and businesses.
