The Ministry of Industry and Trade is seeking opinions to complete the Draft to reform and perfect regulations on rice export business, with the aim of facilitating traders while improving the effectiveness of state management.

The draft sets out the conditions for rice export business, emphasizing the simplification of administrative procedures. Specifically, the regulation shifts from pre-inspection to post-inspection, meaning that traders self-declare and are responsible for meeting business conditions. This reduces the burden on traders and helps increase transparency and efficiency in management.

The important new point is the regulation on assessing the creditworthiness of rice exporting enterprises, including: credit rating of traders, implementation of tax obligations, customs procedures, building production chains and product consumption, to improve the competitiveness of Vietnamese rice in the international market.

The draft also clearly stipulates the designation of key traders for centralized contract transactions. The designation criteria include rice export performance in the last two years and the ability to trade with foreign partners. This is to ensure that rice export contracts are carried out by capable traders, thereby enhancing the position of Vietnamese rice in the world market.

In addition, the draft stipulates the allocation of centralized contracts to rice export traders to carry out export entrustment. The allocation criteria will be based on export performance, responsibility for delivery and results of building raw material areas or linking production and consumption of paddy and rice.

One of the important objectives of the draft Decree is to reduce administrative procedures, in order to facilitate businesses to enter the market. The draft cuts and simplifies procedures for exporting organic rice, parboiled rice, and micronutrient-fortified rice; reduces costs of complying with administrative procedures, saves compliance costs for traders; reduces the time for carrying out administrative procedures for granting, re-granting, amending, and supplementing Certificates...

The draft Decree clearly defines the responsibilities of state agencies in managing and operating rice exports. The Ministry of Industry and Trade will preside over and coordinate with ministries, branches and localities to ensure full implementation of regulations.

According to the representative of the Ministry of Industry and Trade, in the field of rice export business, the reduction and simplification of business conditions has been strongly implemented since 2018 (since the issuance of Decree No. 107/2018/ND-CP); there has been a strong shift from pre-inspection to post-inspection of rice export business conditions implemented by localities.

Rice is a food security commodity that affects not only Vietnamese people but also the consumption of other countries. Rice export activities to the market are concentrated in accordance with the Government -level agreement. Therefore, the Ministry of Industry and Trade believes that it is necessary to focus on management at the central level to ensure the effectiveness of the decree, without decentralization or delegation of authority to localities. However, post-inspection of rice export business conditions is carried out by the Provincial People's Committee after the Ministry of Industry and Trade issues a Certificate to the trader. The trader self-declares and is responsible for the conditions of rice export business.
