On August 28, Deputy Prime Minister Ho Duc Phoc signed Decision 29/2025/QD-TTg on credit for students, master's students, and researchers in science, technology, engineering, and mathematics (STEM) to cover tuition, living expenses, and other learning expenses during their studies.

Implementing the Prime Minister 's Decision and the direction of the Vietnam Bank for Social Policies (VBSP), the VBSP Phu Tho branch promptly directed the system of VBSP Transaction Offices in the area to implement the loan program in a timely and targeted manner based on Decision No. 29/2025/QD-TTg.

Accordingly, the loan subjects are students, master's students, and doctoral students studying in STEM fields: Life sciences , natural sciences; Computers and IT; Financial technology; Engineering technology, engineering; Architecture and construction; Production and processing; Mathematics and statistics; Other key technology training fields as prescribed by law.

Regarding the maximum loan amount for a student, it includes all tuition fees; living expenses, other study expenses (maximum 5 million VND/month). The loan interest rate is 4.8%/year. The loan term includes: Loan disbursement period, time from the date the student finishes the course until the first loan repayment and repayment period. Lending method through households. For customers borrowing up to 500 million VND/student, no loan guarantee is required. Customers borrowing over 500 million VND/student must provide asset guarantees according to the provisions of law.
