PEOPLE'S PUBLIC SECURITY OF VIETNAM
80 YEARS OF BUILDING, FIGHTING AND GROWING, ACTIVELY BUILDING AND PERFECTING THE INSTITUTION IN THE ERA OF NATIONAL PROGRESS

1. In the victorious atmosphere of the great August Revolution, on August 19, 1945, the Vietnam People's Public Security force was born, marking an important historical milestone in the cause of protecting the security and order of the country. Right from the first days of its establishment, in the context of countless difficulties, but under the leadership of the Party, the People's Public Security force was intelligent and brave, together with the revolutionary forces, smashed many plots of imperialism and colonialism in collusion with domestic reactionaries to overthrow our young government, firmly protecting the new political system and the lives of the people.

During the two resistance wars against French colonialism and American imperialism, the People's Public Security force closely coordinated with the People's Army to overcome hardships and challenges, fought steadfastly and persistently mobilized the masses to participate in destroying the enemy, eliminating traitors and evil, achieving many great feats, making important contributions with the entire Party, the entire army and the entire people to gain national independence and unify the country.

After the great victory of Spring 1975, the whole country entered the cause of national construction and defense, promoting innovation and international integration. The People's Public Security force continued to promote its strategic advisory, core and vanguard role on the front line of national security protection; always steadfast, steadfast, upholding the spirit of revolutionary vigilance, actively preventing and proactively attacking.

The force promptly detected and arrested most of the infiltrating spy groups, disintegrated reactionary organizations, neutralized plots of riots, disturbances, and socio-political instability; at the same time, fiercely fought against hostile forces at home and abroad, including underground forces, political opportunists, and disgruntled elements who took advantage of the issues of "democracy" and " human rights " to secretly sabotage the Party and the State.

In the current period, the People's Public Security force has done a good job of advising and forecasting domestic and foreign policies, actively advising the Party, the National Assembly, and the Government to maintain strategic initiative, contributing to perfecting major orientations, policies, and important decisions on political security, order, social safety, protecting territorial sovereignty , national interests and security.

The work of protecting national security has been focused on and directed resolutely, achieving many breakthrough results; firmly grasping the situation, promptly and effectively handling all potential complex security factors from outside, inside, early, from afar, from outside the territorial border, from the grassroots, right from the first signs of formation, not allowing complicated developments.

Focus on containing and gradually eliminating complex security issues that have lasted for many years; resolutely combat and deal with key sabotage subjects, including those from outside the national border, to create deterrence and ensure political and foreign affairs requirements.

Absolutely protect security and safety throughout the process of building and developing a socialist rule-of-law state; firmly protect key national targets and projects, important political, cultural and social events of the country; ensure absolute safety for the activities of Party and State leaders, international delegations and international conferences held in Vietnam. The People's Security Forces maintain internal political security, protect the Party's ideological foundation, cultural security, economic security; ensure social order and safety in strategic and key areas.

At the same time, the People's Police force, especially the Criminal Police and Investigation Police, have proactively identified, analyzed, evaluated and correctly forecasted the crime situation; synchronously deployed professional measures, applied many fundamental solutions to prevent and combat crime both during and after the Covid-19 pandemic; promptly detected, prevented and promptly handled new criminal methods and tricks.

Many major cases have been successfully investigated and solved, contributing to curbing the increase of crime, maintaining legal discipline and gradually building an orderly, safe and healthy society. Innovating thinking, awareness and action in all aspects of ensuring social order and safety, taking people as the center, the subject, the driving force and the resource; putting the safety of people's lives, health and property first and foremost; implementing many solutions to improve the effectiveness of state management of security, traffic order and safety, fire prevention and fighting, creating strong, positive changes that spread throughout society.

In addition, the People's Public Security force has actively advised Party committees and authorities at all levels to care for and effectively implement policies on socio-economic development, social security, and improve the material and spiritual life of the people. Promote the work of building a mass movement to protect national security, associated with patriotic emulation movements in the locality.

Proactively and closely coordinate with ministries, branches, localities, and philanthropists to build tens of thousands of houses for poor households, policy families, families with housing difficulties, and boarding houses for students in remote areas, extremely difficult areas, and strategic areas for national defense and security using socialized capital, thereby contributing to transforming the area and solving the root cause of the problem of ensuring national security and human security.

Every contribution, every sacrifice, every achievement of the People's Public Security force is a living proof of the spirit of "forgetting oneself for the country, serving the people", contributing to beautifying the heroic tradition of the nation.

The force has maintained political stability, protected national security and social order and safety; ensured absolute safety for key targets, projects, and major events; proactively prevented and suppressed crimes, foiled all sabotage plots, created a stable environment for national development, and enhanced Vietnam's position in the international arena.

2. In the process of building, fighting and growing, the People's Public Security force has always been proactive and proactive in taking the lead in building institutions, proposing new issues to contribute to perfecting the Party and State's policies and guidelines and building a socialist rule-of-law state.

In particular, it has proposed to the Party, the National Assembly, and the Government many solutions to perfect institutions, many important policies and laws on national security protection, ensuring social order and safety of the country; proactively, actively, and pioneering in thoroughly grasping and implementing many innovative policies, the revolution on streamlining the apparatus, solutions to improve the effectiveness of state management in ensuring social order and safety; building a revolutionary, disciplined, elite, and gradually modernized police force to meet the requirements and tasks in the new situation.

In the three terms of the 13th, 14th and 15th National Assembly alone, the Ministry of Public Security has chaired the consultation for the National Assembly to approve 32 draft laws and 8 draft resolutions; among them, there are many particularly important draft laws, effectively serving the cause of national construction and development in the new era, international integration, protecting the legitimate rights and interests of the people, in accordance with the Party's guidelines and policies, international practices as well as meeting the requirements of the practical fight against crime and ensuring the humaneness and deterrence of the law, which have received great attention from cadres, party members, public opinion and the masses (such as: Penal Code (amended); Law on Data; Law on Protection of Personal Data; Law on Road Traffic Order and Safety; Law on Prevention and Combat of Human Trafficking (amended); Law on Identification; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Fire Prevention, Fire Fighting and Rescue, etc.).

Not only that, the Ministry of Public Security has also made many breakthroughs and strong innovations in thinking about law-making; has closely coordinated with relevant agencies to deploy for the first time the National Assembly to apply the form of contributing opinions to the draft Resolution amending and supplementing a number of articles of the 2013 Constitution through the VNeID application; the draft laws chaired by the Ministry of Public Security have accelerated the reduction of administrative procedures, creating favorable conditions for people and businesses (for example: the Law on Fire Prevention and Fighting alone cut 27 procedures...)

These are the strong marks of the Public Security force in the work of law-making and institutional improvement in recent times, affirming the active and leading role of the force in thoroughly grasping and promoting the implementation of institutional breakthroughs - "breakthroughs of breakthroughs" in the spirit of direction of the Party Central Committee and General Secretary To Lam.

3. To continue to effectively implement Resolution 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security force to meet the requirements of tasks in the new situation; at the same time, further promoting the role in the cause of protecting security and order, contributing to building and protecting the Fatherland, developing the country's socio-economy, especially in the work of building and perfecting institutions, the Central Public Security Party Committee and the Ministry of Public Security need to closely coordinate with the agencies of the National Assembly, ministries, branches and relevant agencies to focus on effectively implementing the following key tasks:

Firstly, proactively grasp the situation, strengthen the leadership of the Party and State to lead and direct the work of building and perfecting laws and deciding on important issues related to security and social order; thereby, creating a complete and synchronous legal corridor and a solid political and diplomatic foundation, suitable to the requirements of protecting the Fatherland and international integration.

At the same time, the organization must strictly and fairly enforce the law, not allowing laxity or abuse of power; resolutely fight against crimes and violations of the law; improve the effectiveness of protecting human rights, the rights and legitimate interests of organizations and individuals; contribute to building a safe and disciplined social environment, creating a solid foundation for socio-economic development.

Second, closely coordinate in the spirit of companionship, proactively from early on, from afar in the process of examining the dossier of proposals for building, the dossier of the Law project and the process of receiving and explaining the opinions of National Assembly deputies, ensuring quality and progress to report to the National Assembly Standing Committee, submit to the National Assembly for consideration, comments, and approval of laws, resolutions, and ordinances, meeting the requirements in Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement, Resolution No. 197/2025/QH15 dated May 17, 2025 on a number of special mechanisms and policies to create breakthroughs in the construction and organization of law enforcement of the National Assembly, meeting the requirements of national development in the new era.

Third, actively participate in the supreme supervision topics on national security protection, ensuring social order and safety, fighting and preventing crimes and building the People's Public Security force in the spirit of Resolution 12-NQ/TW dated March 16, 2022 of the Politburo, thereby contributing to continuing to improve the effectiveness of state management on security and social order protection; sharing so that voters and people across the country understand and sympathize with the extremely difficult, complicated and arduous tasks of the People's Public Security force; paying more attention to the regime and policies for police officers and soldiers...

Fourth, improve the effectiveness of coordination in advising the Party, National Assembly, and Government leaders in deciding important national issues regarding security, order, and matters of national importance.

In particular, it is necessary to be proactive, not to let sabotage, be passive, or be surprised in any situation; to protect national security, human security, economic security, and cyber security; to absolutely protect the safety of key targets and important political events; in the immediate future, to focus on absolutely protecting the safety of the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam; Party congresses at all levels, towards the 14th National Congress of the Party; the election of deputies to the 16th National Assembly and People's Council deputies at all levels, term 2026-2031; and the 80th anniversary of the first General Election to elect the Vietnamese National Assembly.

Fifth, actively and proactively transform the state of operations and coordination work in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; in which, it is necessary to strengthen connection and data sharing between national databases and specialized databases, serving digital transformation and improving the effectiveness of state management; at the same time, focus on the coordination regulations signed between the Ministry of Public Security and the agencies of the National Assembly to develop detailed and specific annual plans, and implement them regularly and closely in accordance with the set goals and requirements.

The leaders of the Party, National Assembly and Government always believe that, with the 80-year tradition of glorious heroism, solidarity and unity, the People's Public Security force will excellently complete all assigned tasks, worthy of being an important, trustworthy and absolutely loyal armed force of the Party, State and People, making even greater contributions to the cause of innovation, promoting industrialization and modernization, bringing the country to rapid and sustainable development in the era of national growth, standing shoulder to shoulder with the world powers as President Ho Chi Minh always wished during his lifetime.
