Member of the Party Central Committee, Secretary General of the National Assembly , Party Secretary, Head of the National Assembly Office Le Quang Tung chaired the discussion session.

Discussing in the Group, the delegates basically expressed high agreement with the drafts and assessed that the documents had been carefully, seriously, thoroughly and methodically prepared; designed to be concise, easy to understand, fully reflecting the socio -economic development situation of the country; with comments and forecasts of the domestic and international situation in a context of many advantages but also many difficulties and challenges, thereby setting out orientations for the country's development in the coming years.

Regarding the draft Political Report submitted to the 1st National Party Congress, delegates agreed that the report was carefully constructed, comprehensively reflecting all aspects of the Party's work.


Party Cell Secretary and Director of the Administration Department Pham Duc Thao proposed to supplement and clarify the role of financial management, assets and operation of the National Assembly House in the draft Political Report submitted to the Congress.

Party Cell Secretary, Head of the Planning and Finance Department Vu Thi Thu Nga said that during the past term, the financial, policy and regime work of the Party Delegation and the Party Committee of the National Assembly had many strong innovations, achieving important results. The establishment of the Party Committee of the National Assembly has created a solid political foundation for unified leadership and direction of the overall financial, budgetary, regime and policy management in the agencies of the National Assembly.

In particular, implementing the Resolution on reorganizing and merging the organizational apparatus and administrative units associated with the new financial mechanism has helped streamline the number of focal points, reduce regular expenditures, improve the efficiency of budget use, and increase resources for development investment.

Emphasizing the Party's leadership role in press and media work, on behalf of the Party Committee of the People's Representative Newspaper, Deputy Secretary of the Party Committee of the Newspaper Nguyen Phuc Huy stated that the draft Political Report needs to clarify the Party's leadership and direction role in propaganda work, protecting the ideological foundation, refuting wrong views and orienting public opinion.

Regarding breakthrough solutions in Party building, the Deputy Secretary of the Party Committee of the People's Congress Newspaper suggested that they should be specified into three groups: innovating leadership methods; improving the quality of personnel work; and strengthening inspection and supervision. The summary of 15 years of implementing the Party Charter needs to have a deeper analysis of the causes of limitations and propose appropriate amendments.
Participating in contributing opinions to the draft documents submitted to the Congress, Party Cell Secretary and Head of the General Department Phan Thi Thuy Linh highly appreciated the spirit of innovation and creativity shown in the draft political reports. In particular, the transformation of the Party organization model in the National Assembly is an important step forward, demonstrating the determination to implement Resolution 18-NQ/TW on streamlining the political apparatus to be lean, effective and efficient.

The Party Cell Secretary and Head of the General Department also proposed that the draft political report submitted to the Congress should be restructured in the direction of having an Appendix that more clearly illustrates each group of key tasks, such as legislation, supervision, parliamentary foreign affairs, and deciding on important issues of the country; and update the latest data up to the time of the Congress to ensure accuracy and persuasiveness.

The Party Cell Secretary and Director of the General Department highly appreciated the approach of the draft Political Report submitted to this Congress, especially the integration of three documents into one political report, ensuring succinctness, focus and unity. This is an important innovation in document drafting techniques, demonstrating the overall thinking and determination to innovate the way our Party plans its development strategy, giving a clearer, more concise and stronger message for the coming term.

In particular, the Party Cell Secretary and Director of the General Department suggested that it is necessary to emphasize the orientation of "developing digital citizens and building a digital society", ensuring that digital transformation is a universal capacity for all citizens. Pillars such as universalizing digital skills, building a digital service ecosystem, encouraging the creation of Vietnamese digital content and applying technology in policy monitoring will be the foundation for sustainable development.

Deputy Secretary of the Party Cell, Deputy Director of the Department of International Relations Bui Thu Phuong suggested that in the new term, it is necessary to promote the foreign affairs of the National Assembly. In the context of rapid and complicated developments in the world and the region, the foreign affairs of the Vietnamese National Assembly increasingly affirms its important role in enhancing the country's position. The draft Political Report submitted to the National Assembly Party Congress for the 2025-2030 term has highlighted bilateral and multilateral foreign affairs achievements, and at the same time proposed directions for action with many strong innovations.

The National Assembly’s foreign affairs activities are not only of a state nature but also deeply reflect the people’s nature. Outstanding achievements such as signing many inter-parliamentary cooperation agreements, organizing inter-parliamentary meetings with countries such as the Russian Federation, Cuba, China and actively participating in international forums have contributed to consolidating Vietnam’s position.

Deputy Secretary of the Party Cell, Director of the Department of International Relations also said that recently, the concept of digital diplomacy has been mentioned many times. Therefore, in addition to strengthening the traditional foreign affairs activities of the National Assembly such as meetings and exchanges of delegations at all levels, in the context of building a digital National Assembly and implementing "Digital Popular Education", it is necessary to consider promoting digital diplomacy in parliamentary foreign affairs activities, contributing to the successful implementation of common goals, in line with the context of the new era.

Concluding the discussion session, Secretary General of the National Assembly, Party Secretary, and Head of the National Assembly Office Le Quang Tung highly appreciated the sense of responsibility and contributions of the delegates on major issues related to the functions and tasks of the National Assembly agencies and Party building work.

The Party Secretary and Head of the Office of the National Assembly noted that the Party organizations of the Office of the National Assembly Party Committee should continue to pay attention to linking daily practical work with promoting digital transformation, so that digital transformation can be put into practice, improving the efficiency and quality of assigned tasks. At the same time, he requested the Secretariat to fully synthesize opinions and complete the minutes on schedule to report back to the Party Committee of the National Assembly.
