Worthy of being a centrally-governed city
As reported by the People's Representative Newspaper, this morning, September 27, in Can Tho city, Politburo member and National Assembly Chairman Tran Thanh Man attended and gave a speech directing the 1st Congress of Can Tho city delegates, term 2025 - 2030.
Speaking at the Congress, National Assembly Chairman Tran Thanh Man assessed that the City Party Committee's preparations for the Congress were carried out meticulously, methodically, seriously, receptively, and responsibly, in accordance with the spirit of Directive No. 45 of the Politburo, the Secretariat, and related guiding documents.
"The Can Tho City Party Congress is an expected start of new leadership thinking, new governance model, new determination and development aspirations of the Party Committee, government and people of Can Tho City. Can Tho affirms its position as the center and driving force of development of the Mekong Delta region, worthy of being a centrally-run city," the National Assembly Chairman emphasized.
On behalf of the Politburo, the National Assembly Chairman commended, acknowledged and highly appreciated the results and achievements of Hau Giang province, Soc Trang province and Can Tho city in the past, now Can Tho city, achieved in the past term.
In particular, despite facing many difficulties and challenges, the Party Committee, government and people of Can Tho city, Hau Giang province and Soc Trang province have made great efforts and achieved many remarkable achievements. The scale of the economy continued to expand, reaching 312,621 billion VND; average growth of 7.41%/year; GRDP per capita reached 96.9 million VND; budget revenue reached more than 105 trillion VND. The investment and business environment has been improved. New rural construction exceeded the set plan, the poverty rate is 0.74%. Many important transport infrastructure projects, bridges, seaports and international airports have been expanded and implemented.
Education and training continue to play a central role in the region; the quality of human resources is gradually improved. The field of health care and public health care is focused on, initially affirming its position as a high-quality health center in the region. Science and technology are given attention.
Social security is guaranteed, the material and spiritual life of the people is increasingly improved . Politics and society are stable; national defense and security are consolidated and enhanced; social order and safety have many positive changes. Foreign affairs and international integration activities are increasingly expanded, contributing to promoting the local image, enhancing the position and prestige of the city and attracting external resources.
Party building work has been promoted, the leadership capacity and fighting strength of Party organizations at all levels have been gradually improved. Party personnel work, inspection, supervision and discipline have been strengthened.
Pointing out a number of shortcomings and limitations in the past term, the National Assembly Chairman stated that the work of building the Party and the political system has not met requirements; the capacity of a number of Party members, officials and civil servants has not met the requirements of the task. Leadership and direction have not been comprehensive and close; inspection and supervision work has not received due attention at times; there are officials and Party members who have violated Party regulations and State laws.
The economy has not developed commensurate with the potential, advantages, desires and expectations of the Central Government, the Party Committee and the City People ; some targets have not reached the set targets; special mechanisms and policies for the city have not been promoted, the city's central position in the region has not been clearly affirmed. Administrative reform has not been drastic, public investment disbursement is still slow. The socio-economic infrastructure lacks connectivity, and the air and waterway transport infrastructure has not been well promoted. The quality of human resources, especially science and technology human resources, is still limited.
The National Assembly Chairman asked delegates to focus on discussing and properly evaluating the results achieved, pointing out the limitations, especially the subjective causes of the limitations and weaknesses, in order to have effective solutions in the coming time.
Solidarity in essence, high unity in thought and action
National Assembly Chairman Tran Thanh Man pointed out that Can Tho has many advantages and potentials that few other places have, including a system of road, waterway, aviation, seaports, unique river culture, and dynamic and friendly people.
"Therefore, the requirements for the city must be higher and more comprehensive than those of other localities. To achieve the goal of becoming a developing country with modern industry and high middle income by 2030, the 100th anniversary of the Party's founding, and becoming a developed country with high income by 2045, the 100th anniversary of the country's founding, the City Party Committee must have a vision not just for a few years or a term, but must look further, longer term, with appropriate methods and steps for each specific stage," the National Assembly Chairman emphasized.

Stating a number of key requirements for the city's Party Committee in the coming time, the National Assembly Chairman pointed out that building a clean, strong Party and political system that is equal to the task is a prerequisite for the city's development.
"Ensure real solidarity and high unity in thought and action. Thoroughly grasp the viewpoint that "cadres are the root of all work" , cadre work is "the key of the key" . Select and arrange the right cadres for the right job, with enough virtue and talent; focus on training and improving the quality of cadres, scientific and technical cadres, and young cadres. Strongly innovate and improve the effectiveness and efficiency of inspection, supervision, Party discipline, discipline, and order. Strengthen the prevention and fight against corruption, waste, and negativity with high determination, strong action, and overcome the weaknesses and shortcomings of the past term", the National Assembly Chairman requested.
At the same time, the city operates a two-level local government to ensure smooth operation, meeting the requirements and development tasks in the new period. Continue to review and implement decentralization and delegation of power between local government levels, promote administrative procedure reform; improve staff work in positions that are lacking; attract talented people to contribute to the city; proactively review, adjust, and arrange "the right people, the right jobs, the right expertise and profession". The National Assembly Chairman emphasized that there should be no shortage of staff, especially commune-level staff, to ensure the best service to the people.
The National Assembly Chairman emphasized that the city has synchronously and resolutely implemented 7 very important Resolutions issued by the Politburo in the past 9 months. The city Party Committee needs to have a specific action program to effectively implement these 7 Resolutions in the entire political system, Party committees at all levels, government, Fatherland Front, and mass organizations.
Can Tho City studies and recommends that the Central Government summarize Resolution 59 on the construction and development of Can Tho City to 2030, with a vision to 2045, and Resolution 45 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho City, especially promoting the development of science and technology, innovation and digital transformation, learning from the development models of major cities in the country, region and internationally; Can Tho must become a major scientific research center of the region.
The National Assembly Chairman suggested that the City focus highly on economic development, focusing on regional connectivity; focusing on environmental protection, responding to climate change; strongly promoting advantages of international airports, seaports, waterways, highways, exploiting new development space, completely removing bottlenecks, building Can Tho into a center of logistics, high-tech agricultural and aquatic product processing industry, trade services, finance, education, healthcare, science and technology of the region and the whole country.
Strongly develop special tourism, promote the brand "Can Tho - river city"; exploit the cultural identity of rivers, become an international destination. Simultaneously implement urban and rural development, must be planned, methodical, create a unified whole, develop in balance, harmony, complement each other.

Closely combine socio-economic development with strengthening national defense, security and foreign affairs, maintaining political stability and social order and safety. Closely coordinate with armed forces stationed in the area, build a solid national defense posture, people's security, and people's hearts; proactively respond to non-traditional security challenges, and stabilize for sustainable development.
Promoting the core role of the Vietnam Fatherland Front and socio-political organizations in gathering, arousing and promoting the great strength of the great national unity bloc. The People's Council and the National Assembly Delegation of Can Tho City closely coordinate with the Vietnam Fatherland Front and socio-political organizations in performing assigned duties and tasks. In the immediate future, it is necessary to coordinate in preparing for the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term.

At the Congress, Deputy Head of the Central Organizing Committee Nguyen Thanh Tam announced the Politburo's Decisions on: appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretaries of the Can Tho City Party Committee for the 2025-2030 term.
