Expanding strategic transportation network , multimodal connection
Identifying that transportation plays a key role in promoting economic growth and connecting development centers, Quang Ninh has focused on investing in building a modern, multimodal transportation system with a synchronous combination of roads, railways, seaports, and airports; creating a complete network, helping to circulate goods and passengers smoothly and effectively.
In the 2026 - 2030 period, the province is determined to continue to make breakthroughs from strategic projects. Key roads such as National Highway 4B through Quang Ninh will be upgraded and expanded to enhance connectivity. Regarding railways, the province will focus resources on implementing key projects, such as the Yen Vien - Ha Long route; the Hai Phong - Ha Long - Mong Cai route; as well as researching the Hanoi - Ha Long expressway.

Along with road and railway traffic, the coastal transport system is also focused on. Projects such as Bac Luan 3 Bridge and the coastal route north of Cua Luc Bay will also be accelerated, not only serving traffic purposes but also increasing the landscape value, promoting tourism and developing a dynamic coastal urban chain.
Along with transport infrastructure, Quang Ninh is focusing on building smart, cultural and ecological urban areas; Cua Luc Bay is identified as the core, developing according to the multi-polar urban model. A number of key projects are being researched and planned, including the new Administrative Center of the province; Ho Chi Minh Square and Monument and the Cultural - Sports - Service - Tourism Center in the North of Cua Luc Bay. The urban areas will be harmoniously and synchronously connected between renovation, embellishment and new construction, creating a modern urban appearance, adapting to climate change.
Creating a sustainable industrial and service ecosystem
To realize the development aspiration, Quang Ninh has built a breakthrough strategy for industrial and service infrastructure development. The province not only attracts massive investment but also prioritizes the development of economic zones and industrial parks in a sustainable and environmentally friendly manner. Key areas are planned to become new growth nuclei.
Van Don Special Economic Zone is oriented to be built into a new generation economic zone, on par with the region and the world, focusing on the entertainment industry, high-end sea and island tourism and developing according to the smart urban model. Meanwhile, Quang Yen Coastal Economic Zone plays the role of a driving force for growth in the West, while Mong Cai is promoted to become a smart border gate, forming a cross-border industrial cooperation zone with Dongxing (China).
To ensure comprehensive development, Quang Ninh also pays special attention to social infrastructure in industrial zones. The resolution of bottlenecks such as worker housing, schools, hospitals, and warehouse systems is being vigorously implemented. A typical example is the Bai Chay Hospital expansion project with a total investment of 210 billion VND, aiming to improve the quality of health care for the people.
The marine economy, a strength of Quang Ninh, has also been invested synchronously. The province is promoting the development of a modern, deep-water seaport system, forming international-class ports and cruise ship docks. The Van Ninh port project is being urgently completed, along with dredging projects at Van Gia, Chanh River, Hon Gai, etc. to improve the capacity to receive large ships, increase competitiveness and international integration.
To have abundant resources for these projects, Quang Ninh has determined to use state capital as "seed capital" to activate and guide social resources. The province promotes the socialization of public services, removes obstacles for public and non-budget investment projects, and creates an open and transparent investment environment. With strategic vision and high political determination, Quang Ninh is gradually realizing its aspiration to become a centrally-governed city before 2030.
