Accordingly, the project will have a land use area of nearly 738,000 m², running along the To Lich River corridor through 12 wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, Hoang Liet.
According to the proposal, the project will invest in basic infrastructure items including yards, roads, sidewalks, squares; retaining walls for tree beds; riverside walkways; steps and steps; ramps, curbs, tree beds; parking lots; sports fields, playgrounds; and pedestrian paths along the river. In addition to the infrastructure, the project plans architectural works including service works, highlight works and auxiliary works; at the same time, planting a green tree system and installing equipment and utilities to serve the community.

Regarding the financial plan, the City People's Committee proposed to apply the build-transfer (BT) contract and pay by land fund. The land fund area expected to be used to pay investors is about 94 hectares in Phuc Thinh commune, of which the commercial land area is 47.6 hectares (including 36.9 hectares of residential land and 10.7 hectares of commercial service land).
The content of the adjustment of the policy and total investment will be considered by the City People's Council at the 26th session in September. The City plans to start the project on the occasion of the 71st anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2025). The implementation period is expected to start from the end of the third quarter of 2025 and be completed in the third quarter of 2027.
With its scale and payment method using land funds, the To Lich River project is a major intervention in public space and riverside landscape infrastructure in Hanoi . The City People's Council's approval of the policy and implementation roadmap will determine the speed of project implementation, while also requiring strict management of planning, land allocation and ensuring public interests.
